Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government has reviewed the design and outreach of
the newly announced Employment-Linked Incentive (ELI) Scheme
to ensure that its benefits do not remain confined to urban and
industrial clusters and if so, the details thereof;
(b)whether any concrete steps have been taken by the Government
to ensure effective participation of youth from backward and
coastal districts such as Ramanathapuram in Tamil Nadu under the
said scheme and if so, the details thereof;
(c)whether the Government proposes to establish additional skill
development, reskilling and certification centres in
Ramanathapuram district under national flagship schemes to
support ELI implementation, along with the timelines fixed and if
so, the details thereof;
(d)the details of the total number of jobs proposed to be generated by
the Government under the ELI Scheme and the safeguards provided
to ensure fair representation of rural and economically
disadvantaged youth; and
(e)whether a robust monitoring and evaluation mechanism has been
instituted to track employability outcomes, placement
sustainability and skill-to-job conversion ratios under the scheme
and if so, the details thereof?

REVIEW OF ELI SCHEME RAISED BY SHRI NAVASKANI K.
(a) to (e): The Union Cabinet, on 1 July 2025, approved the
Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri
Viksit Bharat Rojgar Yojana (PMVBRY), to promote employment
generation, enhance employability, and strengthen social security
across all sectors including MSMEs and rural enterprises, with a
particular focus on the manufacturing sector.
The scheme aims to incentivise creation of more than 3.5
Crore jobs all across the country, over a period of 2 years including
the state of Tamil Nadu.
The scheme comprises of two parts i.e. Part A and Part B
and focuses on providing support to both employees and employers
by way of incentives. The scheme provides for incentives for 1.92
crore eligible First time employees under Part A. Incentive for
creation of approximately 2.59 crore additional jobs to employers is
provided for under Part B of the scheme. The Employees’ Provident
Fund Organisation (EPFO) is the implementing agency for the
scheme.
Comprehensive Scheme Guidelines, outlining the
eligibility criteria for incentives to both employees and employers
including MSMEs and rural enterprises have been issued.
The scheme and its provisions have been widely
disseminated through extensive outreach efforts across the country.
For effective implementation of the scheme, a robust
monitoring framework has been instituted. A steering Committee
with representation from various labour intensive and related
Ministries/Department and an internal Executive Committee have
been constituted to ensure effective monitoring of the scheme.
A dedicated portal (pmbry.epfindia.gov.in) has been
developed to facilitate all scheme-related processes and for real-time
monitoring of beneficiaries and sector-wise progress.Detailed Standard Operating Procedures (SOPs), scheme
guideline and Frequently Asked Questions (FAQs) have been made
available on this portal for ease of understanding.
The Scheme also provides for a mid-term evaluation for
necessary course correction and an end-term evaluation to assess
the Scheme outcome by a third party.
Under the Government of India’s Skill India Mission (SIM) ,
the Ministry of Skill Development and Entrepreneurship (MSDE)
delivers skill, re-skill and up-skill training through an extensive
network of skill development centres under various schemes, viz.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Sikhshan
Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS)
and Craftsman Training Scheme (CTS) through Industrial Training
Institutes (ITIs), to all the sections of the society across the country
including Ramanathapuram. The SIM aims at enabling youth of India
to get future ready, equipped with industry relevant skills.
The schemes of MSDE for Skill Development are demand
driven and the training centres (TCs) are set up/engaged on need
basis to impart the training across the country. The details of
