REVIEW OF THE PROHIBITION OF CHILD MARRIAGE (AMENDMENT) BILL,
2021
3290. DR. Shashi Tharoor:
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether the Government received any report, recommendations/other material from the
Department-related Parliamentary Standing Committee on Education, Women,
Children, Youth and Sports arising out of its examination of the Prohibition of Child
Marriage (Amendment) Bill, 2021 before the Bill lapsed with the dissolution of the
17th Lok Sabha;
(b) if so, the details thereof;
(c) whether the Government has undertaken any fresh review/stakeholder consultations on
raising the minimum age of marriage for women to 21 years, if so, the details thereof;
and
(d) whether the Government proposes to reintroduce the proposal, taking into account the
inputs received during the Committee's examination, if so, the details along with the
timeline thereof and if not, the reasons therefor?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT

(a) and (b): The Government introduced 'the Prohibition of Child Marriage (Amendment) Bill,
2021’ in the Parliament on 21.12.2021. The Bill was referred to the Department Related
Parliamentary Standing Committee on Education, Women, Children, Youth and Sports for
examination. Consequent upon the dissolution of 17th Lok Sabha, the aforesaid Bill lapsed.No report was received from the Committee. However, during the Committee's examination of
the Bill, some memoranda were received from the Committee seeking comments from this
Ministry, to which responses were furnished by the Ministry to the Committee.
(c) and (d): The Government reviews the laws, policies and programmes from time to time and
takes appropriate measures, based on the experience gathered during the implementation and
feedback received from stakeholders.
