REVITALIZATION OF SHIPBUILDING AND MARITIME SECTOR

Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state:

a) whether the Government has approved Rs. 69,725 crore package to revitalize
shipbuilding and maritime sector of the Country through a four-pillar strategy,
targeting 30 lakh jobs and Rs. 4.5 lakh crore in investments; and
(b) if so, the details of plan and action taken/proposed to be taken by the
Government towards geopolitical resilience and strategic self-reliance of the Country
and positioning India as a competitive force in global shipping and shipbuilding along
with the employment scope thereof?

(a) & (b)The Union Government has approved a comprehensive package of ₹
69,725 crore to revitalize domestic shipbuilding and maritime sector through a 4-
pillar strategy having potential to unlock huge investment in the shipbuilding and
maritime sector. The key components of the shipbuilding package include:
i. Shipbuilding Financial Assistance Scheme (SBFAS)withan outlay of ₹
24,736 crore, an enhancement of existing Shipbuilding Financial Assistance
Policy (SBFAP), to address cost disadvantages of Indian shipyards vis-a-vis
global shipyards;
ii. Maritime Development Fund (MDF) corpus of ₹ 25,000 crore for providing
long term financing support to shipbuilding and maritime sector comprising a
Maritime Investment Fund of ₹ 20,000 crore and Interest Incentivisation Fund
of ₹ 5,000 crore;
iii. Shipbuilding Development Scheme (SbDS) with ₹19,989 crore outlay to
expand Indian shipbuilding output capacity to 4.5 million Gross Tonnage
annually by setting up greenfield shipbuilding clusters and capacity expansion
of the existing shipyards. These targets have been set to position India as acompetitive global shipbuilding force in line with vision contained in Maritime
India Vision 2030 and Maritime AmirtKaal Vision 2047 documents.
iv. Policy reforms entails comprehensive legislative reforms, legel reforms,
process reforms to improve Ease of Doing Business, investor confidence,
regulatory certainty, etc.
The scheme guidelines to operationalize SBFAS and SbDShave been issued
on 26.12.2025. The guidelines for MDF have also been issued on 20.02.2026.
Further, given the high employment multiplier of 6.4 in shipbuilding industry,
the employment generation potential through these schemes is of around 2.2 million
jobs including direct as well as indirect employment.
