Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details of States that have notified rules under the RPwD Act and the status of implementation, State-wise incluiding Jharkhand, particularly in the districts of Hazaribagh and Ramgarh;
(b) the status of implementation of reservation in Government employment, State-wise including Jharkhand particularly Hazaribagh and Ramgarh districts;
(c) whether the Government has received any complaints about the low monthly pension amount for persons with disabilities, if so, the details thereof;
(d) whether the Government proposes to enhance the monthly pension amount for the persons with disabilities, if so, the time by which it is likely to be enhanced, if not, the reasons therefor;
(e) whether accessibility audits of public buildings have been completed across the country and specifically in Jharkhand including Hazaribagh and Ramgarh districts and if so, the audit findings thereof, State-wise; and
(f) whether the Unique Disability ID (UDID) system is fully operational nationwide including in Jharkhand particularly Hazaribagh and Ramgarh districts and if so, the details thereof, Statewise?ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B L VERMA)
(a): Under Section 101 of the RPwD Act, 2016, State Governments are empowered to notify rules for implementing the provisions of the Act. As per available record in the Department, all the States have notified the rules.
(b): Under Section 34 of the RPwD Act, 2016, every appropriate Government is required to reserve not less than 4% of the total vacancies in each cadre strength, in each group of posts, for persons with benchmark disabilities in Government employment. In r/o the central government establishments, the 4% reservation is implemented in both direct recruitment and promotion.
(c) & (d): The Government is in receipt of representations from time to time regarding the adequacy of financial assistance, including the monthly pension provided to persons with disabilities. The central assistance under the Indira Gandhi National Disability Pension Scheme
(IGNDPS), administered through M/o Rural Development, is โน300/- per month per beneficiary from 18 to 79 years of age and โน 500/- per month per beneficiary from 80 years onwards. As per available inputs, currently there is no proposal under consideration to revise the coverage/rate of central assistance under NSAP.
(e): The Accessible India Campaign (Sugamya Bharat Abhiyan), currently subsumed under the โScheme for Creation of Barrier Free Environment (CBFE)", aims to improve accessibility for persons with disabilities in the built environment, transport, and information-communication sectors.
(f): The Unique Disability ID (UDID) system is fully operational in all 36 States and Union Territories (UTs) across the country, including Jharkhand, Hazaribagh and Ramgarh. So far, 2,12,893 UDID cards/certificates have been generated in the State of Jharkhand. Out of this, 12,613 UDID cards/certificates have been generated in Hazaribagh district and 11,391 in Ramgarh district.
