RISE IN THE CUSTOMER FOOD PRICE INDEX
4096. ADV PRIYA SAROJ:
Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC
DISTRIBUTION be pleased to state:
(a) the details of the factors identified by the Government for the rise in the Consumer Food Price
Index (CFPI) in the year 2026 particularly the sharp increase in prices of tomatoes and other
essential vegetables;
(b) the details of the quantity of wheat and rice available in the Central Pool as against the prescribed
buffer norms, State-wise, as on July 2026;
(c) whether the Government has assessed the impact of rising food inflation on procurement operations
during the year 2026 Rabi Marketing Season and if so, the details thereof;
(d) the details of the quantity of wheat procured in Uttar Pradesh during the year 2026 Rabi Marketing
Season against the procurement target, district-wise; and
(e) the details of the market intervention measures undertaken by the Government to stabilise prices of
essential food commodities and prevent excessive price volatility in the country?

(a) : Department of Consumer Affairs monitors the daily prices of 41 essential food commodities
submitted by the 579 price monitoring centres across the country. Retail prices of essential food items like
cereals, pulses, potato etc. are largely stable in comparison to the prices last year while retail prices of
edible oils remains elevated due to high import dependence and uncertainties on account of geopolitical
tensions. Retail prices of highly perishable commodities like tomatoes and other vegetables vulnerable to
volatility in prices due to various factors such as seasonality in production and temporary supply chain
disruptions.
(b) : The details of the quantity of wheat and rice available in the Central Pool as against the prescribed
buffer norms, State-wise, as on July 2026 are given at Annexure-I.
(c) : Prices of cereals (wheat & rice) and pulses remain moderated on the back of record foodgrains
production in 2025-26, robust procurement and comfortable stocks with the government.
(d) : The details of the quantity of wheat procured in Uttar Pradesh during the year 2026 Rabi Marketing
Season against the procurement target, district-wise are given at Annexure II.(e) : Government keeps a close watch on the production and availability of essential commodities
through regular reviews by the Inter-Ministerial Committee (IMC). The Committee reviews, on regular
basis, the scenario and the indicative trends in prices of essential agri-horticultural commodities and
suggests measures to enhance availability through increased domestic production and rationalisation in
export-import policies.
Government of India sells surplus food grains (Wheat & Rice), beyond the Public Distribution
System (PDS) and Other Welfare Schemes (OWS) requirements, through open sale under Open Market
Sale Scheme (Domestic) (OMSS(D)). This helps increase the availability of foodgrains in the market,
control inflation, ensure food security and make foodgrains more affordable for the general population. In
addition, Bharat Atta and Bharat Rice were launched on 6.11.2023 and 6.02.2024, respectively, with a view
to provide atta (wheat flour) and rice to general consumers at subsidized rates under Open Market Sale
Scheme (Domestic) (OMSS(D)) policy.
Pulses from the Price Stabilisation Fund (PSF) buffer are released in a regulated manner to augment
the availability and cool down the market prices. Market interventions through buffer stock also help in
nudging the market players lower their prices. Buffer stock of pulses also acts as deterrent against
speculative hoarding and manipulation by market players. During 2025-26, a total of 4.04 lakh tonnes of
pulses were released from the PSF buffer through open market sale. In addition, pulses were also supplied
to States/UTs for their welfare schemes on continuous basis, as per demand and availability. In case of
onion, a total of 2.87 lakh tonnes of Rabi-2025 harvest were procured during 2025-26. The buffer stock of
onion plays critical role in controlling the seasonal fluctuation in prices during the period between Rabi
and Kharif onion harvests when prices tend to rise due to the depletion in stored Rabi onions. Onions from
the government buffer are released during this lean season in regulated and targeted manner through retail
and bulk sales to augment the market availability and stabilise the prices.
