Will the Minister of HEALTH AND FAMILYWELFARE be pleasedtostate:
(a) whether the Union Government is aware of the recent study conducted by the Global Cancer Observatory which reveals that India accounts for the third highest number of cancer cases globallyduring the last tenyears;
(b) if so, the detailsof cancer cases, State/UT-wise, year-wise;
(c) the steps taken/proposed to be taken by the Government to address cancers, including breast and cervical cancer among women, which account for fifty one per cent, the highest proportion of cancercases inthe country;
(d) the fixedtimeline for introductionandimplementationof the cervical cancervaccine;and
(e) the details of the comprehensive cancer mapping and the measures taken or proposed by the Union Government to strengthen early detection, screening and provision of affordable cancer treatment facilities across the country, including under schemes such as Ayushman Bharat andRashtriya Arogya Nidhi (RAN) ? (a) & (b): As informedbythe GlobalCancerObservatory,InternationalAgency forResearch onCancer(IARC),theestimatedincidenceofcancercasesinIndia(14,13,316,rateof98.5per
100000) accounts for the third highest number of cancer cases after China (48,24,703, rate of
201.6per100000)andUnitedStatesofAmerica(23,80,189,rateof367per100000).
As per the Indian Council of Medical Research (ICMR) -National Cancer Registry Programme (NCRP), the estimated number of incidence of all types of cancer cases in the countryfor the last tenyearsby States andUnion Territories-wiseisat Annexure.
(c): The Department of Health & Family Welfare, Government of India, provides technical and financial support to the States/UTs under the National Programme for Prevention and Control of Non Communicable Diseases (NP-NCD) as part of National Health Mission
(NHM), based on the proposals received from the States/UTs and subject to the resource envelope.The National Programme for Prevention and Control of Non-Communicable Diseases (NP- NCD) has significantly strengthened service deliveryacross India.Arobust infrastructure has been established, comprising 36 State NCD Cells, 753 District NCD Cells, 770 District NCD Clinics, 233 Cardiac Care Units, 364 District Day Care Centres, and 6,410 NCD Clinics at CommunityHealthCentres.
A population-based initiative for prevention, control and screening for common NCDs i.e. diabetes, hypertension and common cancers (Oral, Breast and Cervical) has been rolled out as a part of Comprehensive Primary Health Care in the country under NHM. Screening of these commonNCDs isanintegralpart of service deliveryunderAyushman Arogya Mandir.
Under the โStrengthening of Tertiary Care Cancer Facilities Schemeโ 19 State CancerInstitutes (SCI) and 20 Tertiary Care Cancer Centres (TCCC) have been set up across the country. The National Cancer Institute at Jhajjar (Haryana) and the second campus of Chittaranjan National Cancer Institute, Kolkata have been set up to provide advanced diagnostic and treatment facilities. Cancer treatment facilities have also been approved in all 22newAll India Institute of Medical Science(AIIMS).
297District Day Care CancerCentre (DCCC) have beenapproved for the financialyear2025 -26toensure cancercare accessibility at district hospital level.
Fit India movement is implemented by Ministry of Youth Affairs and Sports, and various Yoga related activities are carried out by Ministry of AYUSH. In addition, NP-NCD gives financial support under NHM for awareness generation (IEC) activities for NCDs to be undertakenbythe States/UTs aspertheirProgramme ImplementationPlans(PIPs).
(d): The Ministry of Health andFamily Welfare (MoHFW) has initiated the capacity building exercise of medical andparamedicalstafffor the cervicalcancervaccine.
(e): National NCD Portal has been rolled out by the Government of India in 2018 under NP- NCD for NCD screening and management and ensuring continuum of care. This portal enables population enumeration, risk assessment and screening for five common NCDs (Hypertension, Diabetes, Oral, Breast & Cervical Cancer)of 30+population.
The Ministry of Health and Family Welfare provides one-time financial assistance of up to Rs. 15 lakh under the Health Ministerโs Cancer Patient Fund (HMCPF), a component of the Umbrella Scheme of Rashtriya Arogya Nidhi (RAN), for the treatment of poor patients suffering from cancer at Regional Cancer Centres (RCCs), Tertiary Care Cancer Centres
(TCCCs), State Cancer Institutes (SCIs), and other Government hospitals/institutes with cancertreatment facilities.
Treatment of major NCDs including cancer is available under Ayushman Bharat โ Pradhan Mantri Jan Arogya Yojana (AB PMJAY). This scheme provides for Rs. 5 lakhs per family annually for secondary and tertiary care. Quality generic medicines for NCDs are made available at affordable prices to all, under โPradhan Mantri Bhartiya Janaushadhi Pariyojana
(PMBJP).
