(a) whether the road accidents and the related fatalities have
increased in Telangana during the last five years, if so, the details
thereof;
(b) the data on road accidents and deaths from 2019 to 2024 in
Telangana along with the details of the highways and the
hotspots with the highest incidence of accidents and related
deaths, year-wise;
(c) whether the Government has identified the structural errors,
blind spots and high-risk zones in accident-prone areas of the
State, if so, the details thereof, year-wise and the steps taken and
the funds utilised to mitigate these challenges; and
(d) the financial and medical assistance available to the person
and their family in case of road accident injury or death and the
total funds transferred to the kin of those who died in road
accidents during the last five years in Telangana?

(a) to (c) As per the data received from police department of
Telangana State, total number of road accident and fatalities according
to ‘Road Category’ (National Highways, State Highways and Others) in
the state of Telangana is during the period 2019 to 2024 is given in the
table below : -

As per the data available, under 2019-21 black spot series, 214 number
of blackspots have been newly identified, while 403 number are
repeated blackspots in the state of Telangana.
Road Safety is an integral and indispensable component of every
National Highways Project. Road Safety initiatives on National
Highways commence with the inception of Detailed Project Report
(DPR) as road safety audit of all National Highways projects has been
made mandatory at all stages i.e. design, construction, operation &
maintenance through third party auditors/experts. As per available
data, funds allocated to be spent for comprehensive road safety
aspects varies from 2.21 % to 15 % of total cost of the development
projects depending upon structures involved for construction of
National Highways.
(d) As per Section 161 of Motor Vehicles Act, 1988 the Central
Government provides compensation in respect of the death of persons
resulting from hit and run motor accidents. Accordingly, the
Compensation to Victims of Hit and Run Motor Accidents Scheme, 2022
has been notified by the Government vide G.S.R. 163(E) dated the 25th
February, 2022. Under this scheme, a fixed sum of Rupees Two Lakh is
provided to legal representatives of the deceased in case of the death
of an accident victim due to hit and run motor accident. The scheme
guidelines also has provisions for providing compensation of an amount
of Rs. 50000/- in case of grievous injury.
As per section 162 of the Motor Vehicles Act, 1988, Government has
formulated a scheme to provide cashless treatment to the victims of
road accidents caused by the use of motor vehicles. The key features
of the scheme are summarised as under:
i. Victims are entitled to cashless treatment upto Rs. 1.5 lakh per
victim per accident for a maximum period of 7 days from date of
accident.
ii. To be implemented by National Health Authority (NHA) in
coordination with State Governments (Police, empaneled
hospitals, State Health Agency (SHA)) etc.iii. Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (AB PM-JAY)
packages for trauma and polytrauma care have been co-opted.
iv. Claims raised by hospitals for providing treatment to be
reimbursed from the Motor Vehicle Accident Fund.
Ministry of Road Transport and Highways has notified the
Cashless Treatment of Road Accident Victims Scheme, 2025 on 5th
May, 2025. The detailed guidelines including process flow, stakeholder
wise standard operating procedures and clearly delineated roles and
responsibilities have also been notified on 4th June, 2025.
Further, the Government has constituted the Motor Vehicle
Accident Fund as per the mandate of section 164B of Motor Vehicles
Act, 1988, which is to be utilised, inter alia, for treatment of the
persons injured in the road accidents in accordance with the scheme
framed under section 162 of the Motor Vehicles Act, 1988. The Fund
includes contributions pooled from general insurance companies as
well as budgetary grant by the Government.
As per information received from General Insurance Council (GIC), the
Hit & Run Motor Compensation claims from Telangana were received
from 2024-25 onwards, details of which are as under : -
