Parliament Question: Road accidents on National Highways

GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS RAJYA SABHA UNSTARRED QUESTION NO - 3759 ANSWERED ON - 25/03/2026 ROAD ACCIDENTS ON NATIONAL HIGHWAYS 3759. SHRI DEREK O' BRIEN: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state :- (a) the number of accidents and fatalities on National Highways (NHs) during the last five years, year-wise and State-wise details thereof; (b) the number of cases where the National Highways Authority of India (NHAI) was held liable for accidents and fatalities, year wise data during the last five years; and (c) the compensation paid for such accidents during the last five years, year-wise details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) and (b) The Government publishes report on “Road Accidents in India” based on data received from States/ UTs. As per the data, road accidents are multi-causal phenomenon and are the result of interplay of various factors. These can broadly be categorized into (i) human error, (ii) road condition/environment and (iii) vehicular condition. State – Wise details of total number of Road Accidents and Fatalities on National Highways during the calendar year 2020 to 2024 are at Annexure – I and II respectively. (c) As per section 161 of Motor Vehicles Act, 1988, Central Government is required to provide compensation in respect of the death of, or grievous hurt to, persons resulting from hit and run motor accidents. Accordingly, the Compensation to Victims of Hit and Run Motor Accidents Scheme, 2022 has been notified by Central Government and has been implemented vide GSR 163 (E) Compensation to Hit and Run Motor Accidents, Scheme 2022 with effect from 01.04.2022. The implementation of the Scheme is done by the States/UTs. Under this Scheme, a fixed sum of Rs. 2 lakh is to be provided in case of death, and a fixed sum of Rs. 50,000 is to be provided in case of grievous hurt. The compensation is required to be provided to the claimants as per the time-bound procedure defined under the Scheme. The Claims Enquiry Officer (to be appointed by the concerned State/UT Government as per Notification GSR 163(E)) is required to convey his decision within 1 month of receipt of claim, after which the Claims Settlement Officer is provided with 15 days to sanction the claims. Subsequently, the transfer of compensation amount is to be processed by General Insurance Council (GIC) within a period of 15 days.
