Parliament Question: Road Projects in Maharashtra

AMOL RAMSING KOLHE: Will the MINISTER OF ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government has reviewed the proposed High-Speed and High-Density Corridors and Build-Operate-Transfer (BOT) National Highway projects in Maharashtra; (b) the details of such projects proposed, approved and under implementation in the State, including district-wise alignment and estimated cost; (c) whether these projects are expected to improve connectivity to industrial clusters, ports, agricultural markets and backward regions of Maharashtra, if so, the details thereof; (d) the timeline fixed for land acquisition, award of contracts and completion of the projects; and (e) the measures taken by the Government to ensure timely execution, adequate financing and resolution of bottlenecks so as to accelerate economic growth and reduce logistics costs in Maharashtra? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) The Government has established a framework for regular review of the progress of all on-going National Highways (NHs) works including High-Speed and High-Density Corridors and Build-Operate-Transfer (BOT) projects. This involves review at site, State and Central Government level involving all stakeholders including the State Government. (b) to (d) The status of High-Speed and High-Density Corridors and Build-Operate-Transfer (BOT) National Highway projects sanctioned by the Central Government for improving the connectivity to industrialclusters, ports, agricultural markets and backward regions of Maharashtra is as under: S. Ahmednagar- Ahilyanagar, Solapur- Beed, Dharashiv, Akkalkot on Solapur BOT (e) The Government has taken number of steps to ensure timely completion of NH projects. These include streamlining and expediting land acquisition using “Bhoomirashi” portal and GIS-based Land Acquisition Plan, revamping “Parivesh” Portal through Ministry of Environment, Forest and Climate Change, to facilitate faster forest and environmental clearances, enabling online approval of General Arrangement of Drawings (GAD) of Road Over Bridge / Road Under Bridge (ROB/RUB) from the Railways, and leveraging the mechanism of review and resolution of bottlenecks / hindrances in active collaboration with the State Governments and other stakeholders. The support of State Government of Maharashtra has been specifically sought to expedite land acquisition and other statutory clearances. Government has also launched a web portal for Railway related clearances with defined timelines for various approvals. Government has put in place a strong framework using multiple mechanisms for monitoring project progress and contractor inefficiencies. Regular review meetings are conducted at various levels with stakeholders to assess project progress, and critical projects such as those delayed by more than three years or pending for award / appointment. Many State Governments conduct coordination meetings led by the Chief Secretary to resolve issues affecting project execution. Projects where issues remain unresolved are escalated for further review through the Project Monitoring Group. *****
