ROB CONSTRUCTED NEAR ITARHI GUMTI (LC-70B) IN BUXAR
†2930. SHRI SUDHAKAR SINGH:
Will the Minister of RAILWAYS be pleased to state:
(a) whether the Government is aware of the fact that the Rail Over Bridge
(ROB) constructed near Itarhi Level Crossing (LC-70B) in Buxar, Bihar
under East Central Railway at an estimated cost of Rs. 26.40 crore got
damaged within just seven days of being opened to the public and if so,
the reasons therefor;
(b) whether a high-level technical and vigilance inquiry has been conducted
into this incident and if so, the details thereof;
(c) the present status of the inquiry along with the action taken so far
against the construction agency, contractor, engineers and officers
responsible for quality inspection; and
(d) whether the Government is considering re-opening the Eastern Railway
level crossing of Buxar station which has been closed since May 31,
2026 keeping in view public convenience and ensuring the
reconstruction of the damaged ROB in accordance with prescribed
quality standards and if so, the timeline in this regard?

(a) to (d) As on 01.04.2026, there are 4,964 Nos. of ROBs over Indian
Railways. Out of which 209 Nos. existing ROBs in the State of Bihar.
Sanctioning and execution of works of Road Over Bridges/ Road Under
Bridges (ROBs/RUBs) is a continuous and ongoing process on Indian
§ Page 1 of 2Railways. Such works are prioritized and taken up on the basis of its
impact on safety and mobility in train operations and impact on road users.
Nos. of ROBs/ RUBs constructed on Indian Railways during the period
2004-14 vis a vis 2014-26 (upto May’26) is as under:

2014-26 (upto May’26) 14,451 Nos. (580 Nos. in the State of Bihar)
As on 01.06.2026, 4,993 Nos. ROBs/ RUBs works are sanctioned at a
cost of approx. ₹ 1,17,492 Cr on Indian Railways including 328 Nos. ROB/
RUB at a cost of approx. ₹ 12,250 Cr in the state of Bihar which are at
various stages of planning and execution.
An ROB was constructed on cost sharing basis at Level Crossing no
70B at KM 660/23-25 between Buxar-Baruna. In this ROB, the work of
approaches has been executed by the State Government whereas the work
in Railway portion has been executed by Railways.
After the ROB was opened to traffic, problems were noticed in the ROB
at approach pier Nos. 13, 14, 15 and 16 which were constructed by the
State Government. For safety reasons, traffic was immediately stopped on
the ROB and repair works have been taken up by the State Government.
The work executed by railway including the piers and steel girder
above tracks are structurally sound and in good condition.
