SAFEGUARDING ARTISTS AND CULTURAL LIVLELIHOODS IN ODISHA
4980. Smt. Sangeeta Kumari Singh Deo:
Will the MINISTER OF CULTURE be pleased to state:
(a) the details of financial allocation and utilisation under Production Grants, Recurring
Grants to repertory groups, Scholarships to Young Artists, Senior and Junior Fellowships and
Guru–Shishya mentorship support to beneficiaries from Odisha under Kala Sanskriti Vikas
Yojana
(KSVY);
(b) the criteria adopted for selection of beneficiaries and the measures taken to ensure fair
regional representation of Odisha’s classical, folk and tribal art traditions, along with gender
balance under KSVY;
(c) whether any assessment has been undertaken regarding the impact of these interventions
on sustaining artist livelihoods in Odisha; and
(d) whether the Government proposes to enhance funding or widen coverage in order to
strengthen cultural institutions and emerging artists from the said State under KSVY?

(a) The details regarding support provided to artists/organizations engaged in performing arts,
including music, dance and traditional arts by providing financial assistance and fellowship
across the country including the State of Odisha during the last three years under the
components of Kala Sanskriti Vikas Yojna are given at Annexure.
(b) Eligible beneficiaries, i.e., cultural organisations and individual artists are required to
submit their applications/ proposals along with all mandatory supporting documents.
Applications/ proposals that are complete in all respects are examined by the Expert/
Evaluation Committee constituted by the Ministry for the purpose. The Committee makes its
recommendations on the merit of each proposal/ application after due consideration of the
provisions of the scheme guidelines, the cultural performances/activities undertaken and other
relevant factors.
(c) The Ministry of Culture regularly reviews KSVY to assess its impact on artist’s
livelihoods. In addition, wide publicity is given through advertisements in newspapers, the
Ministry’s official website, and its social media platforms, as well as those of the concernednodal agencies. Further, the Zonal Cultural Centres (ZCCs) and the Sangeet Natak Akademi
(SNA) also undertake various cultural activities and programmes on regular basis in the
country for which they engage folk/tribal and traditional artists from all over India including
the state of Odisha.
(d) The Ministry of Culture has been making continuous efforts to expand the coverage of its
schemes aimed at supporting artists and promoting diverse art forms through advertisements
in newspapers, the website and social media platforms. Further, the Zonal Cultural Centres
(ZCCs) and the Sangeet Natak Akademi (SNA) regularly organize cultural programmes
across the country, engaging folk, tribal, and traditional artists and providing them platforms
to showcase their talent.Annexure
