SAFETY OF MIGRANT WORKERS FROM BIHAR

Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) the number and employment details of migrant workers from Bihar,
district sector/country/year-wise from 2009 to 2026;
(b) whether the Government has conducted any review of complaints
regarding deaths, injuries and labour disputes relating to Indian migrant
workers during the last five years, if so, the number of complaints
received/assistance provided/compensation granted, year, country and
State-wise including Bihar;
(c) whether any targeted grievance-redressal, legal-aid or protection
mechanisms exist for migrant workers facing violence, detention,
exploitation or wrongful arrests abroad, if so, the details thereof;
(d) the number of reports of violence against migrant workers from Bihar
in different countries during the said period;
1(e) whether any mechanism exists at district level in States including
Bihar for receiving and resolving grievances related to violence and
violation of human labour rights of migrant workers, if so, the details
thereof and if not, the reasons therefor; and
(f) the steps taken to coordinate with Indian embassies and destination-
country to ensure accountability, safety, dignity, labour rights and social-
security of migrant workers?

(a) The Ministry of External Affairs maintains data in respect of Indian
workers holding Emigration Check Required (ECR) passports, proceeding
for employment to any of the notified ECR countries, through e-Migrate
portal. As per available data, year-wise and district-wise number of
Emigration Clearances (ECs) granted to emigrant workers from Bihar
during the period 2014 till February 2026, is given in Annexure-A. Year-
wise and country-wise number of Emigration Clearances (ECs) granted to
emigrant workers from Bihar during 2014 till February 2026 destination
2country-wise, is given in Annexure-B. Data prior to 2014 are not
available.
(b to f) The Government of India accords highest priority to the safety,
security, protection and wellbeing of Indian workers abroad, including
those from Bihar. There are established channels to enable them to reach
out to the Indian Embassy/Consulate in case they need any assistance.
They can contact the Embassy/Consulate through walk-in, email,
multilingual 24x7 emergency numbers, WhatsApp numbers, grievance
redressal portals like MADAD/CPGRAMS/eMigrate, and social media etc.
There are dedicated Labour Wings in Indian Missions/Posts abroad for
handling such matters, where there is a sizeable number of Indian migrant
workers. Pravasi Bharatiya Sahayata Kendras have also been set up in
key locations such as Dubai, Riyadh, Jeddah and Kuala Lumpur to provide
guidance, counselling and necessary assistance to the Indian workers
abroad.
Indian Missions/Posts regularly organize Open Houses and Consular
Camps to reach out to Indian workers residing in remote areas and to
address their grievances, if any.
3On receipt of complaint/grievance from or on behalf of the emigrant
worker, the same is taken up pro-actively with concerned Foreign
Employer (FE) and the work place of the aggrieved worker is also visited,
if required. The complaints pertaining to labour related issues are also
taken up with the local labour department and other relevant authorities
of the host country for redressal. The grievance portals are regularly
monitored by the Indian Missions/Posts for prompt redressal.
As per information available, year-wise and country-wise details of labour-
related grievances (non-payment of salary, contract violation, passport
confiscation, exploitation by employer, long working hours, settlement of
dues with the employer including accident / death compensation) received
from Indian workers abroad, including those from Bihar during the last five
years, are given in Annexure-C.
Further, as additional safeguard for protection and safety of the female
domestic sector workers, Government has authorized only State run
Recruiting Agencies (RAs) to recruit Indian female workers holding ECR
passports for employment in the notified ECR countries through the e-
Migrate Portal. Moreover, there is a minimum age criteria of 30 years for
4female workers holding ECR category passport for overseas employment
to protect them against exploitation.
The Embassy/Consulate abroad also utilizes the Indian Community
Welfare Fund (ICWF) from time to time to provide financial and legal
assistance to Indian nationals, including those from Bihar, in distress on
a means-tested basis. Under ICWF, the major assistance includes boarding
& lodging, cost of repatriation, legal assistance, emergency medical care,
transportation of mortal remains to India, and payment of small fines and
penalties. Details of ICWF funds utilized by Missions/Posts abroad in the
last five years are given in Annexure-D.
The Protector General of Emigrants with the assistance of 16 Protector
of Emigrants (PoE) offices across India closely coordinates with state
government as well as Indian Missions/Posts to ensure welfare and well-
being of migrant workers. The PoE office Patna has the jurisdiction over
the entire state of Bihar. A Kshetriya Pravasi Bhartiya Sahayata Kendra
(KPSK) has also been set up within the premises of PoE Patna, which
provides necessary counselling and guidance to prospective emigrants
and also assist them in registering grievances.
