GOVERNMENT OF INDIA MINISTRY OF MINES LOK SABHA UNSTARRED QUESTION No. 2836 ANSWERED ON 06.08.2025 SAFETY OF MINERS 2836. SHRI ASADUDDIN OWAISI: Will the Minister of MINES be pleased to state: (a) whether the Government maintains data on mining incidents including entrapments, injuries and deaths of miners as well as injuries and deaths of civilians for each year during the last ten years; (b) if so, the details thereof during the last ten years, State and year-wise; (c) the measures and guidelines that have been issued by the Government to ensure the safety of miners and civilians in and around operational mines; (d) whether the Government conducts, inspections or surprise safety audits of mines to ensure compliance with safety regulations; and (e) if so, the frequency of these inspections during the last five years? ANSWER THE MINISTER OF COAL AND MINES (SHRI G. KISHAN REDDY) (a) & (b): The Mines Act, 1952, which is administered by the Ministry of Labour and Employment, provides for regulation of labour and safety in mines. As per the information provided by the Ministry of Labour and Employment, the State-wise and year-wise data on the number of fatalities and injuries in coal and non-coal mines is given in Annexure I and Annexure II, respectively. (c) to (e): The Central Government has enacted the Mines Act, 1952 to ensure occupational safety & health of mines workers. The Act provides for training, protective equipment, medical examination etc. Directorate General of Mines Safety (DGMS) has been entrusted the task of inspection of mines to ensure the compliance of the provisions of Mines Act, 1952 and rules and regulations framed thereunder for enhancing the safety of mine workers. DGMS has taken various steps to reduce the fatalities in mines and enforce the safety of workers engaged therein, which inter alia include conducting regular enquires into the accidents and dangerous occurrences to ascertain cause and circumstances, regular inspection of mines, development of standard protocols, holding nationalconferences on safety in mines, observance of safety weeks, campaigns, awareness etc. DGMS conducts randomized inspections through Shram-Suvidha portal. The inspections are assigned on the basis of the risk rating of the mines except in case of emergency. On the basis of the inspection of the mines, DGMS oversees the compliance of the provisions of the statue. Based on the observations made during the course of the inspections and findings of the enquiry on the incidents; managements are suitably addressed for non-compliance of the law. *****Annexure-I
