Sagar Mitra programm e in Andhra Pradesh
543. Shri Meda Raghunadha Reddy:
Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state:
(a) whether Government has reviewed the implementation of the Sagar Mitra programme in Andhra
Pradesh, particularly in coastal districts such as Kakinada, Nellore and Visakhapatnam;
(b) if so, the findings of the review and steps taken to improve outreach and awareness among
fishers regarding Potential Fishing Zone (PFZ) advisories and Pradhan Mantri Matsya Sampada
Yojana (PMMSY) benefits;
(c) the district-wise number of Sagar Mitras currently deployed in the State; and
(d) whether any proposal has been received from the State Government for expanding the scheme
to inland fisheries or upgrading the NABHIMITRA app, if so, the details thereof?

(a) and (b): The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and
Dairying (MoFAH&D), Government of India (GoI) under Pradhan Mantri Matsya Sampada Yojana
(PMMSY) has approved the proposal of the Government of Andhra Pradesh for engagement of 350
Sagar Mitras in the State, including in the districts of Kakinada, Nellore and Visakhapatnam. The
Indian National Centre for Ocean Information Services (INCOIS) under the Ministry of Earth
Sciences, Government of India, provides Potential Fishing Zone (PFZ) advisories to the coastal
states, including Andhra Pradesh. The Government of Andhra Pradesh has informed that the PFZ
advisories so received from INCOIS are effectively disseminated to marine fishers through the Non-
Governmental Organizations (NGOs) and Sagar Mitras engaged under PMMSY. Additionally,
fishers and boat owners are able to access real-time information on fish shoals through the
NABHMITRA mobile application. The PFZ information was disseminated to the fishers through voice
messages/IVRS by the Sagar Mitras. The Government of Andhra Pradesh has reported that the
performance of Sagar Mitras is reviewed regularly. The number of fishermen receiving the PFZ
information, district-wise, as reported by the Government of Andhra Pradesh, is furnished at
Annexure I.
(c): The DoF, GoI, is reviewing the activities approved under PMMSY, including Sagar Mitras, on a
regular basis at various levels. District-wise Sagar Mitras approved and engaged, as reported by
the Government of Andhra Pradesh is furnished at Annexure-II.
(d): No proposal received from the Government of Andhra Pradesh regarding expanding the scheme
to inland fisheries or upgradation of NABHMITRA app in the State under PMMSY.
