GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 5716 TO BE ANSWERED ON 27.03.2026 SAKHI ONE STOP CENTRES IN CHHATTISGARH 5716. SMT. JYOTSNA CHARANDAS MAHANT: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the number of operational Sakhi One Stop Centres (OSCs) in Chhattisgarh till date; (b) the details of vacancies for critical roles such as Social Counsellors, Case Workers and Legal Aid personnel in these centres, district-wise; (c) the details of the recruitment notifications issued in February 2026 for filling service provider vacancies in the Raipur and Bilaspur OSCs including the timeline for completing these appointments; (d) the number of OSCs in the said State currently providing 24-hour emergency shelter and medical assistance to women; and (e) whether any independent audit has been conducted to evaluate the quality of services and victim rehabilitation success rates in OSCs in the said State, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (e): The One Stop Centre (OSC) is a component of the Sambal vertical under the Mission Shakti. It provides integrated support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women. As on date, 926 One Stop Centres have been made operational across the country out of which, 42 One Stop Centres are operational in Chhattisgarh. As per the Mission Shakti guidelines, the Central Government provides 100% financial assistance to States/ UTs for appointment/hiring 13 manpower resources including 1 Psycho- social Counsellor, 1 Para Legal Personnel/ Lawyer and 1 Para Medical Personnel at each OSC. The overall implementation of the OSC scheme lies with the State Governments and UT Administrations.Further, once in a year, the Programme Approval Board (PAB) monitors with States and UTs, the progress of activities under the scheme and reviews status of achievement of objectives and effective delivery of services to women and children. Apart from this, officials of the Ministry continuously review the scheme through meetings, video conferencing and by making field visits to States and UTs from time to time. Two third party evaluations of the schemes of the Ministry, including the Mission Shakti Umbrella Scheme and its components relating to One Stop Centres (OSCs) in the State of Chhattisgarh have been conducted in 2020 and again in 2025 through NITI Aayog. The studies have found the relevance, effectiveness and sustainability of the scheme as satisfactory. *****
