GOVERNMENT OF INDIA MINISTRY OF WOMEN & CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO: 2131 TO BE ANSWERED ON 31.07.2026 Saksham Anganwadi and POSHAN 2.0 in Karnataka 2131 Shri M Mallesh Babu: Will the Minister of Women and Child Development be pleased to state: (a) the details of Saksham Anganwadi and POSHAN 2.0 being implemented in Karnataka, including the objectives, components and targets under the scheme; (b) the details of funds allocated, released and utilised under the scheme in Karnataka, district-wise including the Kolar Parliamentary Constituency during the last five years; (c) the number of Anganwadi Centres (AWCs) upgraded/strengthened, beneficiaries covered under supplementary nutrition and children and pregnant and lactating women provided growth monitoring and early childhood care and education services in Karnataka, district-wise including the said Constituency; and (d) whether the Government proposes to establish new Anganwadi Centres (AWCs), modernise existing centres with smart infrastructure, digital growth monitoring devices and improved nutrition services in Kolar Parliamentary Constituency and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (d) In the 15th Finance Commission, components of nutritional support for children below the age of 6 years, pregnant women and lactating mothers, Adolescent Girls (14 – 18 years); Early Childhood Care and Education [3-6 years]; Anganwadi infrastructure including modern, upgraded Saksham Anganwadi, Poshan Abhiyaan and Scheme for Adolescent Girls were reorganised under Mission Saksham Anganwadi and Poshan 2.0. Under Mission Saksham Anganwadi and Poshan 2.0, a new strategy has been developed for reduction in malnutrition and for improved health, wellness and immunity through activities like community engagement, outreach, behavioural change and advocacy. It focuses on Maternal Nutrition, Infant and Young Child Feeding Norms, treatment of Severe Acute Malnutrition(SAM)/ Moderate Acute Malnutrition (MAM) and wellness through AYUSH practices to reduce prevalence of wasting, stunting, anaemia and being underweight. Under Mission Saksham Anganwadi and Poshan 2.0, a package of six services i.e Supplementary Nutrition (SNP), Pre-school Non-formal Education, Nutrition & Health Education, Immunization, Health Check-up, and Referral Services are provided to the eligible beneficiaries through Anganwadi Centres across the country including State of Karnataka. Three of the six services, viz., Immunization, Health check-up and Referral Services are related to health and are provided through National Health Mission (NHM) & Public Health Infrastructure. These services are provided to the eligible registered beneficiaries i.e children up to the age of 6 years, Pregnant Women and Lactating Mothers across the country and Adolescent Girls in the age group of 14 to 18 years in Aspirational Districts of States and all districts of North Eastern Region by through the platform of Anganwadi Centre. The details of funds released and utilized under Mission Saksham Anganwadi and Poshan 2.0 to the State of Karnataka is as under: (Rs in crore) 2021-22 2022-23 2023-24 2024-25 2025-26 Funds Fund Funds Fund Funds Fund Funds Fund Funds released utilised released utilised released utilised released utilised released 1003.70 984.62 765.87 885.65* 912.96 729.26 886.85 875.36 863.64 (*Includes expenditure from previous year balances) Under Mission Saksham Anganwadi and Poshan 2.0, two lakh Anganwadi Centres (AWCs) located in Government buildings have been sanctioned for upgradation as Saksham Anganwadis for delivery of improved nutrition and for Early Childhood Care and Education in the 15th Finance Commission cycle. Saksham Anganwadis are provided with infrastructure such as LED screens, water filtration system, Poshan Vatika, Early Childhood Care and Education (ECCE) material and Building as Learning Aid (BALA) paintings. A total of 17,732 Anganwadi Centres have been approved for upgradation as Saksham Anganwadis in the State of Karnataka. The district wise information on beneficiaries, supplementary nutrition and other parameters across the country including State of Karnataka is available on the Poshan Tracker public dashboard at the link: https://www.poshantracker.in/statistics. Under PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan), a total of 2,500 Anganwadi Centres (AWCs) have been sanctioned for construction in PVTG (Particularly Vulnerable Tribal Groups) areas out of which 23 AWCs has been sanctioned for construction to the State of Karnataka. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) launched by the Ministry of Tribal Affairs (MoTA) focusses on convergence, outreach and saturation in tribal majority villages.Under DAGJUA, 875 AWCs have been sanctioned for construction out of which 164 have been sanctioned to the State of Karnataka. The Ministry has introduced ‘Poshan Tracker’ digital application as an important governance tool for real time monitoring and tracking of all Anganwadi Centres (AWCs), Anganwadi Workers (AWWs) and beneficiaries on defined indicators under Mission Saksham Anganwadi and Poshan 2.0. Poshan Tracker app has enabled the Ministry to review the implementation of the scheme on various parameters and to make course correction. It has facilitated near real time data collection for Anganwadi Services such as, opening of AWCs, daily attendance of children, ECCE activities, Growth Monitoring of children, Provision of Hot Cooked Meal (HCM) and Take-Home Ration (THR), Growth Measurement etc. The Ministry releases funds to all States and UTs for procurement of Smart Phones to Anganwadi Workers (AWWs), Lady Supervisors and Block Coordinators for registration, data entry, tracking and monitoring of all beneficiaries in the Poshan Tracker application. Funds for Growth Monitoring Devices (Infantometer and Stadiometer for length and height measurement, Weighing Scale-Infant and Weighing Scale-Mother & Child for weight measurement of the beneficiaries) are also released to all the States and UTs. *****
