Will the Minister of EDUCATION be pleased to state:
(a) the progress made under the Samagra Shiksha Scheme, including details of
infrastructure development, teacher capacity building and quality enhancement
measures undertaken to align with the National Education Policy, 2020;
(b) the number of schools upgraded, new residential schools/hostels established,
additional classrooms constructed and ICT-enabled smart schools developed during
this period, State-wise;(c) whether the Ministry proposes to introduce additional performance-linked
incentives or special support mechanisms for States demonstrating exemplary
outcomes under Samagra Shiksha; and
(d) if so, the details thereof?

(a): Samagra Shiksha scheme is an integrated scheme for school education covering
the entire gamut from pre-school to class XII. The scheme treats school education as
a continuum and is in accordance with Sustainable Development Goal for Education
(SDG-4). The scheme has been aligned with the recommendations of NEP 2020 to
ensure that all children have access to quality education with an equitable and
inclusive classroom environment which should take care of their diverse background,
multilingual needs, different academic abilities and make them active participants in
the learning process.
Samagra Shiksha Scheme supports creation of infrastructure and basic
facilities in Government Schools, both through direct programme funding and also in
convergence with other relevant schemes of the Central and State Governments.
Current status of State-wise basic infrastructure facilities is available on UDISE+ portal
at <http://udiseplus.gov.in/#/en/page/publications>.
Under Samagra Shiksha, there is a dedicated component of Quality and
Innovation with a focus on improving the learning levels of students, wherein funds are
provided to states for interventions such as Learning Enhancement Programme, Youth
and Eco Clubs; Holistic Progress Card; Composite School Grant for providing a
conducive learning environment; Libraries; Sports and Physical Education, etc.
Strengthening of teacher capacity building and quality enhancement measures
under the Centrally Sponsored Scheme of Samagra Shiksha is aligned with the
recommendations of the National Education Policy (NEP), 2020. ΝΕΡ 2020
recommends that teachers be given continuous opportunities for self-improvement
and to learn the latest innovations and advances in their profession. The Samagra
Shiksha scheme provides academic and financial support to States/UTs for
continuous professional development of teachers, institutional strengthening and
improvement of classroom practices.
In-service teacher and teacher educators training is an integral part of Samagra
Shiksha scheme. These trainings are conducted by the concerned States and UTs
through State Councils of Educational Research and Training (SCERTs) and the
District Institutes of Education and Training (DIETs). Initiatives such as National
Initiative for School Heads’ and Teachers’ Holistic Advancement (NISHTHA), Digital
Infrastructure for Knowledge Sharing (DIKSHA), Integrated Teacher Education
Program (ITEP- Pre-service teacher training) are also being taken for teachers'capacity building and quality enhancement measures aligned with the National
Education Policy, 2020.
National Mission for Mentoring (NMM), as envisaged in para 15.11 of NEP
2020, conceptualizes the creation of a large pool of outstanding professionals willing
to provide mentoring to school teachers. These potential mentors, regardless of age
or position, will contribute towards realizing 21st century developmental goals of our
nation. NMM underlines the importance of short and long-term mentoring/professional
support. It brings an opportunity to leverage cross-learning amongst different
individuals leading to their continuous professional development. Mentors empower
school teachers to reach their full potential, improve their teaching practices,
knowledge skills and attitude to positively impact student learning outcomes.
National Professional Standards for Teachers (NPST), as envisaged in Para
5.20 of NEP 2020, focuses to improve the teachers’ personal and professional
development by providing them an understanding of what is expected in terms of their
performance and what needs to be done to enhance the same.
PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey)
was conducted by the National Assessment Centre-PARAKH, NCERT under the aegis
of the Department of School Education & Literacy, Ministry of Education to measure
the baseline performance under the National Education Policy (NEP) 2020 in
development of competencies among students at the end of the Foundational,
Preparatory and Middle Stages (Grades 3, 6 and 9 respectively) of schooling. National,
State and District level report cards for PARAKH Rashtriya Sarvekshan 2024 are
available at https://dashboard.parakh.ncert.gov.in/en, a dedicated dashboard
designed to disseminate the findings of the assessment.
(b) State wise additional classrooms and new/upgraded schools approved from 2021-
22 to 2025-26 under Samagra Shiksha is at Annexure-I.
State-wise number of ICT Labs and Smart Classroom in schools approved
since inception is attached at Annexure-II.
State-wise number of Hostels approved under PM JANMAN is attached at
Annexure-III and Hostels approved under DAJGUA programs during last 3 years
(2023-24 to 2025-26) are attached at Annexure-III(A).
(c) & (d): Under Samagra Shiksha, different interventions are approved on a priority
basis in these districts to improve access and quality of education. Annual work Plan
and Budget (AWP&B) is prepared by the State/UT based on their requirements and
priorities at the beginning of every year. The proposal of State/UT having various
activities/components are appraised and approved by Project Approval Board (PAB)
in consultation with the State as per the programmatic & financial norms of the
scheme. Release of Central share of funds is done in instalments depending on the
financial progress of utilization of funds released earlier, incentivising the State/UTs to
utilize more funds.
