Samagra Shiksha Scheme in AP
524 Shri Golla Baburao:
Will the Minister of Education be pleased to state:
(a) whether objectives set under Samagra Shiksha scheme have been achieved or
are on course to achieve;
(b) details of Annual Work Plan and Budget submitted by the State of Andhra Pradesh
under Samagra Shiksha in 2022-23 to 2025-26, year-wise;
(c) details of guidelines issued under Samagra Shiksha;
(d) whether it is a fact that total central funds released under Samagra Shiksha to
Andhra Pradesh have come down from ₹ 1,503 crores in 2022-23 to ₹ 1,240 crores in
2024-25;
(e) if so, reasons therefor and releases made in 2025-26 details thereof; and
(f) whether guidelines, etc, are being followed by States and, if so, the details thereof?

(a) to (f): Samagra Shiksha Scheme has been aligned with the objectives of NEP,
2020 and envisages school education as a continuum from pre-school to secondary
level.
Details of Annual Work Plan & Budget (AWP&B), submitted by the State
Government of Andhra Pradesh, under Samagra Shiksha, during 2022-23 to 2025-26,
are as under:-

Release of funds to States / UTs under Samagra Shiksha varies from year to
year and depends upon a number of factors including, inter alia, approved Annual Work
Plan & Budget (AWP&B), availability of funds with States/UTs on the first day of a
financial year (opening balance), pace of utilization of funds, submission of Utilization
Certificates (UCs) for funds released earlier, physical and financial progress reports,
release of matching contributions by States/ UTs, and compliance with the
programmatic and financial norms of the scheme. During the current financial year
2025-26, Rs.688.16 Crore has been released to the State Government of Andhra
Pradesh under Samagra Shiksha.
Annual Work Plan & Budget (AWP&B) submitted by the States / UTs are
appraised/approved by Project Approval Board in consultation with the States and UTs
as per the Programmatic and Financial Norms provided in the Samagra Shiksha
Framework for Implementation. Implementation of the interventions approved under
Samagra Shiksha are monitored through periodical review meetings.
