SAMBAL AND SAMARTHYA COMPONENTS UNDER MISSION SHAKTI

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the current status of implementation of Mission Shakti, including the projects/services
operational under its Sambal and Samarthya components in Tamil Nadu;
(b) the details of funds allocated, released and utilised for implementation of the said Mission
in the said State during the last five years;
(c) the number of beneficiaries provided assistance through One Stop Centres, Women
Helpline services and other women empowerment initiatives under the said Mission,
district-wise including Kallakurichi Parliamentary Constituency;
(d) whether the Government has assessed the challenges faced in implementation of said
Mission, including availability of trained personnel, infrastructure gaps and awareness
among women, particularly in rural and remote areas of the State; and
(e) if so, the details of the steps being taken by the Government to enhance access to
protection, rehabilitation, skill development and livelihood opportunities for women
through this Mission in the said State?

(a) To (e) The Ministry of Women and Child Development is implementing Centrally
Sponsored Schemes in the country for the welfare of women and children, which are placed
under three verticals, viz. (1) Mission Shakti, for safety, protection and empowerment of
women; (2) Saksham Anganwadi & Poshan 2.0 for improving nutrition & health indicators in
the country; and (3) Mission Vatsalya, for protection and welfare of children in difficult
circumstances.The ‘Mission Shakti’ aims at strengthening interventions for women safety, security and
empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of
women and ‘Samarthya’ for empowerment of women.
The ‘Sambal’ has components of One Stop Centre (OSC), Women Helpline (WHL), Beti
Bachao Beti Padhao (BBBP) and Nari Adalat.
1. One Stop Centre (OSC) provides integrated and immediate support and assistance
under one roof to women affected by violence and those in distress, both in private and
public spaces all across the country. It provides services like medical aid, legal aid and
advice, temporary shelter, police assistance and psycho-social counselling to needy
women across the country. As on date, 991 One Stop Centres have been made
operational across the country and since inception, i.e. 1st April, 2015 to 30th June,
2026, over 15.20 lakh women have been assisted through One Stop Centres across the
country. As on date, 59 OSCs are operational in the State of Tamil Nadu; out of which
one OSC is operational in Kallakurichi district and two OSCs are operational in Salem
district, which have assisted over 1,82,957 women.
2. Women Helpline (WHL-181) provides 24-hour toll-free telecommunication services
to support women in both emergency and non-emergency situations. It offers assistance
to women affected by violence and provides information about government schemes
and services. Since inception (1st April, 2015 to 30th June, 2026), over 1.04 crore
women have been assisted through Women Helplines across the country. In the State
of Tamil Nadu, WHL has assisted over 2,59,509 women till 30th June, 2026.
3. Beti Bachao Beti Padhao helps to address Child Sex Ratio (CSR) and related issues
of empowerment of girls and women. The scheme tries to create mindset and
behavioural changes towards the girl child by informing, influencing, motivating,
engaging, and empowering various stakeholders. BBBP has transformed from a policy
initiative into a national movement by mobilizing various stakeholders, including
government agencies, media, civil society, and the public at large. As per latest reports
of Health Management Information System (HMIS) of Ministry of Health & Family
welfare (MoHFW), the Sex Ratio at Birth (SRB) is showing improving trends and has
increased from 918 to 929 at national level during 2014-15 to 2025-26 (provisional). In
the State of Tamil Nadu, the Sex Ratio at Birth (SRB) has increased from 917 to 937
during 2014-15 to 2025-26 (provisional).
As per UDISE data of Ministry of Education, Gross enrolment ratio of girls in the
schools at secondary level has increased from 75.51% in 2014-15 to 83.4% in 2025-26.
In the State of Tamil Nadu, the Gross enrolment ratio of girls in the schools at secondary
level has increased from 93.82% in 2014-15 to 99.6% in 2025-26.
4. Nari Adalat scheme provides a platform for alternative grievance redressal for women
at the gram panchayat level. The Adalats are mandated to help women in distress at the
panchayat level in resolving smaller issues relating to domestic violence, and other
gender-based violence by negotiation, mediation, and reconciliation with mutual
consent for accessible justice.
The scheme is demand driven and piloted in 50 Gram Panchayats each in the State of
Assam and the Union Territory of Jammu & Kashmir in FY 2023-24. In the State of
Bihar, Jharkhand, Himachal Pradesh, Karnataka, Kerala, Manipur, Mizoram, Nagaland,
Punjab, Sikkim, Tamil Nadu, Tripura and Uttar Pradesh, Nari Adalat is operational in10 Gram Panchayats in each State. In FY 2025-26, 10 Gram Panchayats each in 4 States
of Goa, Maharashtra, Odisha, Uttarakhand and 5 Gram Panchayats each in the UTs of
Dadra and Nagar Haveli & Daman and Diu and Andaman & Nicobar Islands has also
been approved for operationalization of Nari Adalat.
The ‘Samarthya’ has components of Shakti Sadan, Sakhi Niwas, Pradhan Mantri Matru
Vandana Yojana (PMMVY), Palna and SANKALP: Hub for Empowerment of Women
(SANKALP: HEW).
1. Shakti Sadan: Under the overarching ‘Mission Shakti’, erstwhile schemes of ‘Swadhar
Greh’ – Home for women in difficult circumstances and ‘Ujjawala’- Home for women
rescued from Trafficking, have been merged w.e.f. 01.04.2022 and are now known as
‘Shakti Sadan Scheme’, which is an Integrated Relief and Rehabilitation Home for
women in distressful situations including trafficked women. It aims at creating a safe
and enabling environment for women in such difficult situations, to enable them to
overcome the adverse circumstances. Shakti Sadan is helpful towards support for
women in distress, providing shelter and rehabilitation support including those affected
of trafficking.
Under the Scheme, financial assistance is provided for running of Shakti Sadan in
rented premises. At present, 46 Shakti Sadans are functional in the State of Tamil Nadu
benefiting around 2050 beneficiaries. There are 02 Shakti Sadans operational in
Kallakurichi district of Tamil Nadu.
2. Sakhi Niwas: Sakhi Niwas Scheme (Working Women Hostel) under the overarching
Mission Shakti, aims to promote availability of safe and conveniently located
accommodation for working women in urban, semi-urban and also in rural areas where
employment opportunity for women exists and women undergoing job-related
training. Provision of a Day Care Centre for the children of residents is an important
component of the Scheme. At present, 59 Sakhi Niwas are operational in Tamil Nadu,
benefiting around 3,341 women.
3. Palna: The Ministry introduced Palna Scheme w.e.f. 01 April 2022, for providing day
care creche facilities in safe and secure environment to children (aged 06 months – 06
years) of all mothers irrespective of their employment status along with nutritional
support, health and cognitive development of children, growth monitoring,
immunization, education etc. State Government of Tamil Nadu has intimated that
Standalone creches were operational till March, 2025 and AWCCs are not operational
under Palna Scheme.
4. PMMVY: The Ministry of Women and Child Development is implementing Pradhan
Mantri Matru Vandana Yojana (PMMVY) w.e.f. 01.01.2017 across 35 States and UTs
in the country including Tamil Nadu (excluding Telangana, which is under process of
onboarding on the PMMVY portal). PMMVY is a Centrally Sponsored Maternity
Benefit Scheme under which cash incentives of ₹5,000/- is provided directly to the
Bank/ Post Office account of the beneficiary in Direct Benefit Transfer (DBT) mode
for first child. The eligible beneficiaries receive the remaining cash incentive, as per
approved norms towards maternity benefit under Janani Suraksha Yojana after
institutional delivery, so that on an average a woman gets ₹6,000/-. Cash incentive of
₹6,000/- is also provided under PMMVY to eligible beneficiaries for second child
subject to the second child being a girl.Benefits amounting to Rs. 1,135.63 crores have been extended to approximately 22.23
lakh women in the State of Tamil Nadu through this scheme since inception of the
scheme (01.01.2017) till 31.07.2026. The details of the beneficiaries paid under the
PMMVY Scheme in the State of Tamil Nadu during the last 5 Financial years is as
below:

The district-wise details of the beneficiaries paid under the PMMVY Scheme during the last 5
Financial Years in the State of Tamil Nadu (including Kallakurichi and Salem districts of the
Kallakurichi Parliamentary Constituency) is at Annexure-I.
5. SANKALP: HEW: The SANKALP: HEW (Hub for Empowerment of Women)
functions as a Project Monitoring Unit (PMU) for all components of Mission Shakti. It
serves as a single window system to bridge the information and knowledge gap
regarding schemes and facilities available for women as well as guide them to avail the
benefits and entitlements.
As on date, total 35 State SANKALP: HEWs and 742 District SANKALP: HEWs are
functional, including one District Hub for Empowerment of Women (DHEW) each in
the Kallakurichi and Salem districts of the Kallakurichi Parliamentary Constituency.
Further, 2,14,145 women have been assisted in the State of Tamil Nadu since FY 2024-
25.
Mission Shakti is a Centrally Sponsored Scheme and implementation of this scheme lies with
the State Governments and UT Administrations. Funds are being released on the basis of
guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA
SPARSH of the Public Financial Management System (PFMS). The details of funds released/
expenditure in the State of Tamil Nadu during the last five years under Mission Shakti is at
Annexure-II.
Once in a year, the Programme Approval Board (PAB) monitors with States and UTs, the
progress of activities under the scheme and reviews status of achievement of objectives and
effective delivery of services to women and children. Apart from this, officials of the Ministry
continuously review the scheme through meetings, video conferencing and by making field
visits to States and UTs from time to time. Further, to strengthen digital monitoring, the
Ministry has developed the Mission Shakti Dashboard for real-time monitoring and effective
implementation of the Scheme. The Dashboard facilitates monitoring of beneficiaries assisted,
services provided, infrastructure, activities and facilities at the District, State and National
levels.Two third party evaluations of the schemes of the Ministry, including the Mission Shakti
Umbrella Scheme have been conducted in 2020 and again in 2025 through NITI Aayog. The
studies have found the relevance, effectiveness and sustainability of the scheme as satisfactory.
The Ministry has also undertaken measures to strengthen the capacity of Women Helpline and
One Stop Centre functionaries through regular training, technical support and continuous
handholding of States/UTs. Capacity building programmes have been organised with the
support of NIMHANS, SPNIWCD and C-DAC, covering areas such as psycho-social
counselling, gender sensitisation, ethical call management, case management, dashboard
operations, referral mechanisms and convergence with various stakeholders. C-DAC also
provides regional and hands-on training, technical support, dashboard support, troubleshooting
and MIS/data analytics support to States/UTs.
Several steps have been undertaken by the Government of India to strengthen the
implementation and awareness of the PMMVY scheme across the country. Some of these are
as under:
i. New portal for PMMVY, which is completely paperless was launched in March 2023.
As per earlier Guideline, physical forms were required to be filled and uploaded in the
earlier PMMVY-CAS portal for onward process. In new system, physical application
forms have been eliminated and complete online solution has been given.
ii. Payments are through Adhaar Bridge Payment System [ABPS] as PMMVY portal is
enabled for Aadhar-based biometric verification (by means of facial recognition) to
confirm identity details of the applicants.
iii. All the mandatory provisions like Aadhaar verification, DBT enablement of bank
account etc. are checked at the time of registration for faster processing.
iv. Search and Track Status for all enrolled beneficiaries to check the approval and
payment status of their applications.
v. Grievance Lodging and status module for all citizens to lodge any PMMVY related
grievance. The Module directly sends the grievance to the implementing authorities
thus saving time and leads to swifter resolution.
vi. PMMVY toll-free and multi lingual helpline (1515) is available for PMMVY related
enquiries and grievances. For transparency purposes, the Applicants/ beneficiaries
receive SMS in one of the 12 languages at different stages such as registration of
application, rejection of registration, payment etc.
vii. PMMVY Portal is LGD compliant till AWC level. LGD Seeding is introduced up to
State/District/Block/ Village/GP/Ward level.
viii. Open API allows the freedom to share data with other Central and State
Ministry/Department.
ix. MIS Data can be generated at State/ District/ Block/ Village/ Ward/ Project/ Sector/
Anganwadi level for detailed monitoring/ analysis.
x. PMMVY will be used by Anganwadi/ ASHA workers for data centric operations and
viewing reports.
xi. Available database of the PW&LM from Poshan Tracker is used to create a “Due List”
of potential beneficiaries on PMMVY Portal accessible at AWW/ASHA level.
Additionally, the Ministry of Women & Child Development conducts various awareness
programs including those on Maternity Benefits through SANKALP: HEW scheme for all
States and UTs. It includes various Information, Education and Communication (IEC) and
Behavior Change Communication (BCC) activities such as Prabhat Pheri, Nukkad Natak,Newspaper Advertisements, Airing Radio Jingles, Selfie Campaign, Door to Door Campaign,
Community Programmes which are conducted at field functionary levels. Further, the Ministry
also runs special campaign for registration of eligible beneficiaries in all the States and UTs
under PMMVY on a periodic basis.
