Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Government has recently sanctioned 10,650 new medical seats and 41 new medicalcolleges for academicsession 2025-26 across the country;
(b) if so, the detailsthereof,State/UT-wise;
(c) the details of the criteria adopted by the Government for allocation of these new medical collegesandseats inthe country;
(d) the total amount of funds sanctioned/released by the Government for the construction of medicalcolleges inthe country;
(e) whether any special consideration has been given to aspirational districts, backward or tribal areaswhile sanctioning these institutions andif so, the detailsthereof; and
(f) the steps taken/being taken by the Government to ensure adequate infrastructure, faculty and resources for smooth functioningof these newmedical collegesinthe country? ANSWER THE MINISTER OFSTATE INTHE MINISTRYOFHEALTH ANDFAMILY WELFARE (SMT.ANUPRIYAPATEL)
(a) to (f): Medical Assessment and Rating Board (MARB), an autonomous board formed under provision of National Medical Commission (NMC) Act, 2019 invited online applications for setting up of new medical colleges/enhance their intake capacity. These applications are processed asperrelevantregulations.
As perthe information conveyed by NMC, 44 New Medical Colleges along-with 11,732 UG seats and 3393 PG seats have been added in Academic Session 2025-26. State-wise details are at Annexure-I.
Minimum Standard Requirement (MSR) Regulations framed by the NMC lay down theessential norms to ensure that medical colleges in the country have the requisite infrastructure andresources for theirsmooth andeffective functioning.The keypointsare asunder:
1) Medical college buildings and associated hospitals must conform to national building standards and obtain all necessary statutory clearances and approvals from regulatoryandlocal authorities.
2) Teaching hospitals must have the minimum required number of beds to meet academic and clinical training needs, ensuring optimal inpatient and outpatient care.
3) All essential pre-clinical, para-clinical, and clinical departments must be fully operational,withrequiredlaboratories,outpatientdepartments,operatingtheatres, ICUs, diagnostic facilities and Teaching & Training Infrastructure (Pre-clinical, Para-clinical & Clinical)
4) Adequate space and facilities must be provided for lectures, practical demonstrations, laboratories, skill labs, and department-specific training to support undergraduate andpostgraduate education.
5) Collegesmust provide hostels, commonrooms, libraries, cafeterias,playgrounds, gymnasiums, and counseling services to ensure overall welfare and holistic developmentof students.
Further, the Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others. Under the scheme, all the envisaged 157 Government medical colleges have already been approved with approved cost of Rs. 41,332.41 crore, including 40 colleges in aspirational districts and 38 colleges in tribal areas.
