SHRI APPALANAIDU KALISETTI: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether it is a fact that no new Jan Shiksha Sansthan (JSS) has been sanctioned during the last three years across the country, including Andhra Pradesh; (b) if so, the reasons for the non-sanctioning of new JSS, including administrative, financial or policy-related factors; (c) the details of number of JSS currently operational, State/UT and district-wise; (d) whether the Government has any plans to sanction new JSS in the near future and if so, the proposed timeline and number of centres to be set up, particularly in Andhra Pradesh; and (e) the details of funds allocated, released, and utilised for the maintenance and functioning of existing JSS during the last five years, State/UT-wise? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (e): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PART (a) to (e) OF LOK SABHA STARRED QUESTION NO. *311 ANSWERED ON 10.08.2026 REGARDING ‘SANCTIONING OF NEW JAN SHIKSHA SANSTHANS’ ASKED BY SHRI APPALANAIDU KALISETTI (a to d): The Jan Shikshan Sansthan (JSS) Scheme under the Skill India Programme aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates, persons having rudimentary level of education and school dropouts up to class 12th in the age group of 15-45 years. The priority groups are women (83%), SCs, STs, OBCs and minorities in the rural areas and urban low-income areas. Currently, there are 294 functional JSSs across 26 states and 7 UTs. Since the transfer of the scheme from Ministry of Education (Erstwhile MHRD) to MSDE in July 2018 to 30th July 2026, a total of 36.58 lakh beneficiaries has been trained under the JSS scheme out of which 83% beneficiaries are women. No new Jan Shikshan Sansthan (JSS) has been sanctioned in the country, including Andhra Pradesh, during the last three years (since 2023-24) and the current year. The proposal for expansion of the JSS network was not considered during this period as the continuation of the JSS Scheme has been under examination. The details of JSSs currently operational, State/UT and district-wise is given at Annexure-I.
