SANCTIONS AND DISBURSEMENTS BY IIFCL

Will the Minister of FINANCE be pleased to state:
(a) the details of sanctions and disbursements by India Infrastructure Finance Company Limited (IIFCL) during
the past three years, region-wise and year-wise;
(b) the details of capital investment, guarantees, or other financial assistance provided to the company by
Government during this period;
(c) the measures taken to strengthen its role in long-term infrastructure financing, such as credit enhancement
and refinancing mechanisms; and
(d) whether any review has been conducted regarding the company’s financial performance, asset quality and
its contribution to infrastructure development, if so, the details of the findings thereof?

(a) Details of region-wise and year-wise sanctions and disbursements by IIFCL during past three years are
enclosed at Annexure.
(b) No capital investment has been provided by Government to IIFCL during past three years. For FY 2022-23
and 2023-24, no government guarantee was provided to IIFCL. For FY 2024-25, Government provided
guarantee for new line of credit from ADB of USD 500 million, however, no draw down was made till 31st
March 2025.
(c) IIFCL is a Board-driven entity and all operational decisions are taken by the Board of IIFCL under the broad
mandate provided to it by Government through Scheme for Financing Viable Infrastructure Projects.
IIFCL has operationalized Credit Enhancement Scheme under which it provides partial credit guarantee to
enhance the credit rating of bonds issued by infrastructure companies to AA or higher for refinancing of
existing loans. As on 31st March 2025, IIFCL has sanctioned guarantees of ₹ 2,436 crore for bond issuance
exceeding ₹ 9,000 crore by more than 20 infrastructure projects. Also, IIFCL under its refinance scheme has
cumulatively sanctioned ₹ 79,897 crore and disbursed ₹ 50,101 crore as on 31st March 2025.
(d) Department of Financial Services regularly conducts comprehensive review of IIFCL inter-alia including its
financial performance, contribution to infrastructure development, asset quality etc. Last review meeting was
conducted on 27.01.2026.
