SASCI Funds to Mizoram
1238. Shri Richard Vanlalhmangaiha:
Will the Minister of FINANCE be pleased to state:
(a) whether any funds sanctioned to the Government of Mizoram under the Special Assistance to
States for Capital Investment (SASCI) have lapsed during the last three financial years, including
the financial year 2025–26;
(b) if so, the details of the funds sanctioned, released, utilised and lapsed, along with the reasons for
such lapse, year-wise and component-wise;
(c) whether the Government has identified any non-utilisation or delay in utilisation of SASCI funds
by the Government of Mizoram and if so, the details thereof;
(d) whether the Government has received any communication or report from the Government of
Mizoram regarding the lapse or non-release of SASCI funds and if so, the details thereof; and
(e) the corrective measures taken or proposed to be taken by the Government to ensure that Mizoram
does not lose eligible SASCI assistance in future and that sanctioned projects are completed
within the prescribed timelines?

(a) to (d): As per the Utilization Certificate (UC) provided by the State Government, there is no
lapse/non-utilization of funds released to the State of Mizoram during last 3 years under SASCI. The
details of the funds sanctioned, released, utilized and lapsed in the last three financial years are given

* For 2023-24, UC was not required for the amount of Rs. 232.19 crores approved for projects of
Unity Mall (Part VI), Housing for Police Personnel (Part V), and Adolescent and Children’s Libraries
(Part VII) under Part II; and for the unclaimed 2nd instalment of Rs 233.31 crores under Part I, and
Rs 3.5 crores under Part II.
# For 2024-25, UC was not required for the amount of Rs 127 crores approved for project of Working
Women Hostel (Part X), Rs 137.5 crores approved for projects under component of ‘Natural Disaster’
under Part I, and unclaimed 2nd instalment of Rs 25.5 crores under Part IX (State share of CSS).
$ The state is yet to submit UC for the funds approved/released under SASCI 2025-26.
(e): Under SASCI, the State Government is free to propose projects of their choice. Further, all
matters pertaining to execution of projects, including sanctioning of technical and financial estimates,
tendering and awarding work contracts and monitoring pace and quality of execution of projects, is
completely the responsibility of the concerned State Government.
Under SASCI 2026–27, States/UTs have been advised to accord priority to projects that are likely to
be completed within the financial year 2026–27. Further, for improved focus and adoption of a
saturation approach, States/UTs have been asked to prioritize a maximum of five sectors for availing
assistance under SASCI and submit project proposals accordingly.
