(a) the number of Women Elected Representatives (WERs) identified under the Sashakt
Panchayat-NetriAbhiyan so far, Stateanddistrict-wise includingAndhra Pradesh;
(b) the funds allocated and released by the Government for the implementation of the
SashaktPanchayat-NetriAbhiyan, State-wise;
(c) the details of specialized training modules developed under the scheme for capacity
buildingof WomenElectedRepresentatives; and
(d) whether the "Primer on Law Addressing Gender-Based Violence and Harmful
Practices" been formally distributed to all Panchayati Raj Institutions (PRIs) and if so,
the details thereof and the steps being taken by the Government to ensure that its
contents are widely understood and implemented by women representatives andif not,
the reasons therefor?

1(a) Ministry has launched Sashkt Panchayat NetriAbhiyan: सशकपचायत-नेत्अभियान
(Empowered Women Panchayat-Leader) Campaign in the National Workshop on 4th
March 2025 in New Delhi under the Rashtriya Gram Swaraj Abhiyan. 24 Beacon
Women Panchayat Leaders were felicitated for different exemplary works done by
thembasedonthenominationbytheStates/UTsincludingtheStateofAndhraPradesh.
24 States/UTs including Andhra Pradesh, has identified and shared the name of one
becomeWomenPanchayatLeader.
(b) MinistryhasbeenimplementingRashtriyaGram SwarajAbhiyan (RGSA),a Centrally
Sponsored Scheme (CSS) mainly for Capacity Building & Training of the Elected
Representatives, Functionaries and other stakeholders of Panchayati Raj institutions
(PRIs) to develop their governance capabilities. Under the scheme funds provided to
theStates/UTsfor implementationofadmissible activitiesincludingCapacityBuilding
& Training along with training on specialized module for Sashakt Panchayat Netri
Abhiyan, as approved under Annual Action Plan of respective States/UTs by Central
Empowered Committee of the scheme. The State/UT wise details of funds approved
for Capacity Building & Training including training for Sashakt Panchayat Netri
Abhiyanduring 2025-26underRGSAisat Annexure-I.
(c) As a part of the campaign, Ministry haslaunched comprehensive Training Module for
assisting the States/UTs for the Capacity Building of Women Elected Representatives
(WER) of Panchayati Raj Institutions to further strengthen their leadership &
managerial skills for effective delivery of good governance. The key objectives of the
training module are to build the capacity of the WER on different aspects of rural
governance; enhance the knowledge & skills for effective delivery of roles &
responsibilities as elected representatives and also to develop the leadership,
communication& decisionmakingskillsfor effectivewomenledgovernance
(d) Yes Sir. On 4th March 2025, as part of the Sashakt Panchayat Netri Abhiyan, the
Ministry launcheda “Primer onLawsAddressing Gender‑Based Violence & Harmful
Practices.” Following its release, the Ministry published the document on its website
and circulated it to all State Institutes of Panchayat Training and Rural Development
(SIPRDs) and other training bodies. These measures were undertaken to ensure wider
dissemination andtosupport trainingprogrammesthatstrengthen the legalcapacityof
panchayatrepresentativesandstaff.
