(a) whether the Government has launched a new Satellite-based tolling
system across the country and if so, the details of its features, present
status, timeline of its implementation thereof;
(b) the challenges encountered during its implementation;
1(c) whether the National Highways Authority of India (NHAI) has also
introduced Automatic Number Plate Recognition (ANPR)–FASTag based
barrier-less tolling system at select toll booths across the country, if so,
the details thereof;
(d) the number of toll plaza identified for implementation of the pilot
project along with the details of the criteria adopted for their selection;
(e) whether it is proposed to extend the system throughout the country
in the near future and if so, the details thereof;
(f) the measures in place to handle violations, penalties and dispute
redressal under the new system; and
(g) whether this system has been implemented on major National
Highways passing through Dewas or Shajapur districts in Madhya
Pradesh and if so, the details thereof?

(a) to (b) The Apex Committee and High-Level Empowered Committee
consisting of Experts from Industry and Academia, in view of security
and privacy considerations and overall operational control, have
recommended further deliberations for the Satellite-based user fee
collection system based on Indian Constellation of navigation Satellites.
Satellite-based user fee collection system is not currently operational
anywhere on National Highways (NHs).
It has been decided to proceed with Corridor/Stretch-based projects for
the implementation of the Automatic Number Plate Recognition (ANPR)
FASTag System (AFS)-based Barrier-less Free Flow tolling.
(c) to (e) To increase the efficiency of the Tolling operation and in
order to ensure seamless and free-flow movement of vehicles along
national highways, the Government has decided to implement barrier-
free Electronic Toll Collection (ETC) System with available technology at
selected sections of National Highways as an added facility along with
2FASTag where the user fee shall be charged from the vehicle users
without them having to stop, slow down or stay in a given fee plaza lane.
Request for Proposal (RFP) to implement barrier-less tolling system has
been invited/ finalized for the Fee Plaza as per the Annexure, with the
possibility of implementing it on other fee plazas in a phased manner
depending upon the outcome and efficacy of the implementation on
these projects.
The selection of stretches for implementation of barrier-less fee
collection system is based on a combination of factors including
geographic location, traffic volume, lane configuration, congestion etc.
(f) Under the barrier-less fee collection system, violations or non-
FASTag cases are proposed to be addressed through electronic notices
(e-notices) in accordance with the provisions of the National Highways
Fee Rules.

by National Informatics Centre (NIC), National Highways Helpline 1033,
dedicated email- falsededuction@ihmcl.com, FASTag Issuer Bank
