Aparajita Sarangi: Shri Godam Nagesh: Shri Kali Charan Singh: Shri Bidyut Baran Mahato: Dr. Manna Lal Rawat: Shri Dilip Saikia: Shri Janardan Mishra: Shri Madhavaneni Raghunandan Rao: Shri Rajpalsinh Mahendrasinh Jadav: Will the Minister of FINANCE be pleased to state:(a) the objective, structure, framework and key features of the Scheme for Special Assistance to States for Capital Investment (SASCI) and whether the scheme includes any reform-linked components, if so, the details thereof; (b) the details of funds sanctioned and released under the Scheme since its inception, including to Odisha, Jharkhand, Tripura, Rajasthan, Assam and other North-Eastern States, State/UT- wise and year-wise; (c) whether projects have been sanctioned or implemented under the Scheme in Jharkhand, Odisha, particularly in Nabarangpur Lok Sabha Constituency, and in the districts of Mahasamund, Gariyaband and Dhamtari in Chhattisgarh during the last five years, if so, the details thereof, district-wise, project-wise and fund-wise; (d) the details of long-term assets created under the Scheme in Tripura, including critical infrastructure and development of iconic tourist centres; (e) whether Jharkhand has implemented any reform-linked component under the Scheme, if so, the details of the reforms undertaken by the State and the incentives/funds received on account of such reforms; (f) the details of the plan formulated for Rajasthan and whether the Government proposes to provide additional assistance or approve new projects under the Scheme for Rajasthan and aspirational districts, including Nabarangpur in Odisha; if so, the details thereof; and (g) whether the Scheme contains any special provisions for North-Eastern and backward States including Assam and if so, the details thereof; ANSWER THE MINISTER OF STATE FOR FINANCE (SHRI PANKAJ CHAUDHARY) (a) Since 2020-21, Department of Expenditure, Ministry of Finance, Government of India is implementing scheme for Special Assistance to States for Capital Investment (SASCI). Under the scheme, 50-year interest free loan is provided to the state Governments for capital projects. Since 2025-26, Union Territories with Legislature are also provided assistance under SASCI. The objective of the scheme to assist the States/UT Administrations in boosting capital expenditure and to promote reforms in key areas. Yes, the scheme includes reform linked components. In 2026-27, SASCI includes 12 parts including Part I (untied), Part II (State/UT Share of Centrally Sponsored Schemes and Central Projects) and following reform-based parts: i. Part III: Incentives for Achieving Targets for Capital Expenditure ii. Part IV: Strengthening Public Finance IT Infrastructure in States iii. Part V: Mining Sector Reforms iv. Part VI: Implementation of the Right of Way Rules, 2024 under the Telecommunications Act, 2023v. Part VII: Digital Public Infrastructure for Agriculture – AgriStack vi. Part VIII: Livestock Sector Reforms vii. Part IX: Efficiency in Financial Management viii. Part X: Fiscal Discipline and Fiscal Consolidation ix. Part XII: Compressed Bio Gas (CBG) Sector Reforms (b) The details of funds sanctioned and released under the Scheme since its inception, including to Odisha, Jharkhand, Tripura, Rajasthan, Assam and other North-Eastern States, State/UT- wise and year-wise is enclosed as Annexure I. (c) Yes, projects have been sanctioned/implemented under SASCI in Jharkhand, Odisha, and Chhattisgarh. A total of 798, 653, 1961 projects has been sanctioned under SASCI in Jharkhand, Odisha, and Chhattisgarh respectively from 2020-21 to 2025-26. Further, an amount of Rs 97.70 crore has been approved for development of 51 Shakti Peethas Park at Banduar, Gomati for Tripura under Part III (Development of Iconic Tourist Centre) of SASCI 2024-25.(e) Yes, Jharkhand has implemented some reform-linked component under the Scheme. The quantum of assistance provided to a state under SASCI is based on the amount allocated and the reforms completed by the State Government as prescribed under SASCI guidelines. The States, including Rajasthan and Odisha, are free to pose new projects in their parliamentary constituencies, including in Nabarangpur in Odisha, under SASCI. (g) A special provision for additional allocation was made in 2025-26 and 2024-25 under SASCI, under which North-Eastern States including Assam and Hilly States were provided additional allocation of up to 100% of the amount allocated under Part I of SASCI 2025-26. The percentage provision for North Eastern and Hilly States was higher than for other States for whom additional allocation earmarked was up to 50% of the amount allocated under Part I. Further, under SASCI 2026-27, an amount of Rs 25,000 crore has been specially earmarked under Part X (Pride of Hills) for 9 North Eastern and Hilly States. ***Annexure referred to in reply of part (b) of Lok Sabha Unstarred Question No. 11 to be Answered on Monday, July 20th, 2026.
