SADHNA SINGH: SHRI BABURAM NISHAD: Will the Minister of Heavy Industries be pleased to state: (a) the total number of global Electric Vehicle (EV) manufacturers who have applied under the Scheme to Promote Manufacturing of Electric Cars(SMEC) since March 2024 till now; (b) the number of companies out of these that have started the process of land acquisition or plant construction; (c) the States which are emerging as major EV hubs under the said scheme; and (d) the monitoring mechanism in place to ensure that the approved companies achieve the mandatory 25 percent Domestic Value Addition (DVA) target by the third year and 50 percent DVA target by the fifth year? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA) (a) to (c): Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI) was notified on 15.03.2024 to attract global investments, promote India as a manufacturing hub for electric vehicles (e-4Ws) and boost Domestic Value Addition (DVA). The application window was open till 21.10.2025, however no applications were received. (d): As per the scheme guidelines, approved applicant is required to achieve a DVA of minimum 25% by end of 3rd year and minimum 50% by end of 5th year for the e-4W manufactured in its facilities. The monitoring of DVA certificate obtained by approved applicant is done by Testing Agencies of MHI. *******
