Shri Anurag Singh Thakur: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the details of the current registration status of Primary Agricultural Credit Societies, dairy, credit thrift and fishery societies in Himachal Pradesh, district-wise along with the schemes being implemented to strengthen these cooperatives; (b) the progress under White Revolution 2.0 launched in December 2024, including the number of new dairy cooperative societies established in Himachal Pradesh against national targets, and existing societies strengthened; (c) the status of PACS computerization project and the targets achieved, State-wise; (d) whether the Government has identified targets for establishing multi-purpose PACS/dairy/fishery societies in uncovered panchayats of Himachal Pradesh under plan to establish 2 lakh new cooperative societies by 2028, if so, the details thereof; (e) the financial assistance provided through NCDC schemes like Dairy Sahakar, Yuva Sahakar and Nandini Sahakar to cooperatives in Himachal Pradesh during the last three years; and (f) the steps taken, progress achieved for establishing target of 10,000 FPOs across Bharat, State- wise and at least 150 in Himachal Pradesh? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) As per the National Cooperative Database (NCD), there are a total of 5,792 cooperative societies in Himachal Pradesh, out of which 2,307 are Primary Agricultural Credit Societies (PACS), 1,194 are Dairy Cooperatives, 437 are Credit & Thrift Cooperatives and 78 are Fishery Cooperatives. District-wise number of such cooperative societies is enclosed as Annexure-1.The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several initiatives to realize the vision of “Sahakar-se-Samriddhi” across the country including the State of Himachal Pradesh. These initiatives include, adoption of Model Bye-laws that enable PACS to undertake more than 25 business activities, as a result of which PACS can operate as PM-Kisan Samridhi Kendras (PMKSKs), Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs), Common Service Centres (CSC) etc., participation in the World’s Largest Grain Storage Plan (2 PACS identified), PACS Computerization, among others. (b) Under White Revolution 2.0, the national target for FY 2025-26 is to establish 21,902 new Dairy Cooperative Societies (DCS). As of 13.01.2026, out of 12,726 organized DCS, 10,030 applications were submitted for registration and 7,826 DCS have been successfully registered. The State of Himachal Pradesh was assigned a target to establish 70 new DCS. As of 13.01.2026, the state has significantly exceeded this annual target by organizing 263 DCS, all of which have been successfully registered. The national target for strengthening existing DCS in 2025-26 is 14,646. As of 13.01.2026, out of 13,454 sanctioned DCS, 7,721 DCS have been strengthened across the country. The mission has enhanced milk procurement by 14.16 lakh kg/day and added 2.37 lakh new members. Himachal Pradesh is one of seven states with over 50% fund utilization (as of 16.01.2026) under Component A of the National Programme for Dairy Development (NPDD), which funds these initiatives. Additionally, two new milk plants (2x20 TLPD capacity) were sanctioned for the state in 2025- 26. As of mid-November 2025, the State under the wider five-year plan initiated in early 2023, had strengthened 168 existing dairy cooperatives. (c) The PACS computerization project, with a total financial outlay of ₹2,925.39 crore, aims to bring all functional PACS onto a common ERP-based national software. As on date, 79,630 PACS across 31 States/UTs have been sanctioned, 61,478 onboarded on ERP, and 58,406 achieved “Day- End” status. In Himachal Pradesh, 1,885 PACS have been sanctioned; ₹28.25 crore has been released, 1,376 PACS onboarded on ERP, and 1,234 are “Go-Live”. The State-wise status of PACS computerization project is enclosed as Annexure-2. (d) The Government of India has approved the plan to establish new multipurpose PACS/dairy/fisheries cooperatives, aiming to cover all panchayats and villages in the country over the next five years. This initiative is supported by NABARD, National Dairy Development Board (NDDB), National Fisheries Development Board (NFDB), and State/UT Governments. As per the National Cooperative Database, out of total of 32,802 new PACS, Dairy and Fishery Cooperative Societies registered across the country, 911 new societies (including 118 M-PACS, 786 Dairy, and 7 Fishery societies) have been registered in the State of Himachal Pradesh; and 15,793 Dairy and Fisheries Cooperative Societies have been strengthened as on 20.01.2026 across the country since the approval of the plan on 15.02.2023. (e) Since FY 2022-23, a total of ₹24.38 crore has been disbursed to Himachal Pradesh by the National Cooperative Development Corporation (NCDC), comprising ₹12.54 crore as loans and ₹11.84 crore as subsidies including ₹3.05 crore during FY 2025-26 (till 25.01.2026). Cumulatively, the State has received ₹151.20 crore under the Central Sector Integrated Scheme on Agricultural Cooperation (CSISAC). However, no specific disbursals have been recorded underDairy Sahakar, Yuva Sahakar, or Nandini Sahakar schemes in Himachal Pradesh as of 25.01.2026 in last three years. (f) Under the Central Sector Scheme for the Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs), the NCDC was initially allocated 746 FPOs and later an additional 1,117 through PACS. As of January 2026, NCDC has onboarded 1,863 FPOs nationwide and disbursed ₹256 crore in total, including ₹87.20 crore during FY 2025–26(till 25.01.2026).
