Shri Vijay Kumar Hansdak: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the total number of Divyangjans and from SC category who have been empowered, as per the latest estimates, category and State-wise; (b) the details of the schemes implemented by the Government for their empowerment; (c) the total funds allocated and utilised along with the physical targets planned and achieved since 2019, year-wise; (d) whether the Government has undertaken any evaluation to assess the implementation and impact of its various schemes; and (e) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF SOCIAL JUSTICE AND EMPOWERMENT (Dr. VIRENDRA KUMAR) (a) to (e) A statement is laid on the Table of the House.Statement referred to in reply to part (a) to (e) of the Lok Sabha Starred Question No. 323 raised by Shri Vijay Kumar Hansdak, Hon’ble MP regarding ‘Schemes for the Empowerment of Divyangjans’ for answer on 12.08.2025 (a) to (c): As per the 2011 Census, the total population of Divyangjans (Persons with Disabilities) in the country was 2.68 crore, which is about 2.21% of the country's total population. The Census 2011 data was based on the disability classifications under the now repealed Persons with Disabilities (PWD) Act of 1995. After the enactment of Rights of Persons with Disabilities (RPwD) Act 2016, the categories of disabilities has been increased from the earlier 7 to now 21 categories of disabilities. Details of number of Persons with Disabilities (State and Gender wise) as per Census 2011 is at Annexure-I. The Government of India has undertaken several initiatives for the empowerment and upliftment of Divyangjans. The RPwD Act, 2016, effective from 19.04.2017, ensures rights like equality, education, employment and accessibility. It mandates at least 4% reservation in government jobs under Section 34 and 5% in higher education under Section 32 for benchmark disabilities. Although relief to the disabled is a State subject by virtue of entry 9 of the State List of the Constitution of India, the Central Government supports the efforts for welfare, skill development and inclusive, accessible India through its major initiatives and schemes that inter alia include the following: - (i) Assistance to Persons with Disabilities for Purchase/Fitting of Aids and Appliances (ADIP): The Department is implementing the Scheme of ‘Assistance to Persons with Disabilities for Purchase/Fitting of Aids and Appliances (ADIP)’ under which funds are released to various Implementing Agencies to assist the eligible persons with disabilities (Divyangjan) in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation by reducing the effects of disabilities and enhancing their economic potential throughout the country. (ii) Deendayal Divyangjan Rehabilitation Scheme (DDRS):- Under Deendayal Divyangjan Rehabilitation Scheme (DDRS), financial assistance is provided to the voluntary Organizations/ State Project Implementing agencies for (i) setting up of District Disability Rehabilitation Centres (DDRCs) and (ii) running various projects for the welfare/empowerment of Persons with Disabilities (PwDs) including Special School for the Children with Visual, Hearing and Intellectual disability including Children with Cerebral Palsy etc., aimed atenabling them to maintain their optimal, physical, sensory, intellectual, psychiatric or social functional levels. (iii) Scholarship Schemes for Students with Disabilities: Department is implementing Umbrella Scheme ‘Scholarships for Students with Disabilities’ comprising six components viz., Pre-matric, Post-matric, Top Class Education, National Overseas Scholarship, National Fellowship for PwDs and Free Coaching schemes with an objective to remove financial, physical and psychological barriers, enabling the Divyang students to pursue education and live with dignity. Funds are disbursed directly to students’ bank accounts (DBT mode) Pan India. (iv) UDID Scheme: The UDID (Unique Disability ID) Scheme provides a single digital ID card for Persons with Disabilities, streamlining access to government benefits. It eliminates redundant documentation, ensures transparency, and promotes inclusivity by linking welfare schemes directly to beneficiaries, empowering PwDs with easier access to rights and opportunities. In addition, this department is also implementing the schemes for the Empowerment of PwDs viz. (i) National Action Plan for Skill Development of Persons with Disabilities (NAP- SDP) (ii) Awareness Generation and Publicity (AGP) & In Service Training and (iii) Creation of Barrier-Free Environment & Accessible India Campaign (AIC) (iv) Indira Gandhi National Disability Pension Scheme (IGNDPS) of National Social Assistance Programme (NSAP). In addition, the Chief Commissioner for Persons with Disabilities is mandated to take measures to protect the rights of persons with disabilities. Also, the National Divyangjan Finance and Development Corporation (NDFDC), a Central Public Sector Enterprises under the Department, has the main objective of promoting economic developmental activities for the rehabilitation of the beneficiaries and to promote self-employment and other enterprises of persons with disabilities. Details of Divyangjans benefitted and funds utilization (State wise) under various schemes of the Department from 2019-20 to 2024-25 is at Annexure-II. (d) & (e): The Department periodically sponsors Impact Evaluation Studies through independent evaluation agencies (Third Party). The study aims to assess the implementation, impact and proper utilization of funds by the implementing agencies. The Impact Evaluation Studies of the ADIP, DDRS and Scholarship Schemes were conducted in 2021 by the National Institute of Labour Economics Research and Development (NILERD), New Delhi.
