Will the Minister of Women and Child Development be pleased to state:
(a) the number of people benefitted under Anganwadi services, POSHAN Abhiyaan
Scheme, Pradhan Mantri Matru Vandana Yojana, Beti Bachao-Beti Padhao Scheme
and other women and child welfare schemes in the Bhind-Datia Parliamentary
Constituency during the last three years, district-wise;
(b) the details of the funds spent on these schemes in the said Constituency during the said
period, district-wise;
(c) whether the benefits of the schemes are not reaching the intended/identified
beneficiaries in several rural and backward areas of the said Constituency and
complaints have been received regarding mismatch between the expenditure incurred
and the actual number of beneficiaries; and
(d) if so, the details of the special action plan, audit mechanism along with the time-frame
set by the Government to ensure transparency, monitoring and accountability in the
operation of these schemes in the said Constituency?

(a) The district-wise details of the number of beneficiaries under the schemes of the Ministry
in the Bhind-Datia Parliamentary Constituency are at Annexure-I.
(b) Under the Missions of the Ministry, funds are released to the States and UTs for
implementation of the scheme and funds are not directly released to the parliamentary
constituencies/ districts . The details of funds released under the Missions of the Ministry to
the State of Madhya Pradesh during the last three years are at Annexure-II.
(c) & (d) All the schemes implemented by the Ministry are Centrally Sponsored Schemes
(CSS) and are implemented by the States and Union Territories (UTs). The budget allocation
for these schemes is finalised based on inputs received from the States/UTs regarding their
requirements and the trend of expenditure over the previous years. Further, under CSS, States
and UTs are required to contribute their corresponding share of funds, incur a minimum of 75%
expenditure of total available funds and submit the Statement of Expenditure (SoE) and
Utilization Certificates to enable the Ministry to release the central share of funds. Wherever
the above conditions are not met, release of the central share gets affected/delayed resulting in
unspent balance at the end of the financial year.
The implementation of schemes including utilization of funds is reviewed on a regular basis at
various high levels through physical meetings, video conferences and field visits.
