Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Government has reviewed the implementation of schemes relating to cold-chain development, food preservation, warehousing and integrated food parks serving in Mumbai during the last three years and if so, the details thereof;
(b) the details of projects sanctioned, funds allocated and infrastructure created to improve handling, storage, transportation and processing of perishable agricultural and marine products supplied to Mumbai;
(c) whether the Government has assessed the impact of these initiatives on reducing food wastage, improving farmer income and ensuring availability of quality food products in Mumbai; if so, the details thereof; and
(d) the measures taken or proposed to be taken to further strengthen food supply chains, food safety standards and modern processing infrastructure serving Mumbai? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)
(a) The Ministry of Food Processing Industries (MoFPI) has reviewed the implementation of the component schemes under the Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), which support the establishment of integrated cold chain and value addition infrastructure, Mega Food Parks, Agro Processing Clusters and food processing units, thereby facilitating the creation of cold storage, warehousing, food processing and food preservation infrastructure at various levels during the last three years. The implementation of projects approved under the component schemes of PMKSY has been closely monitored by the Programme Management Agencies (PMAs) engaged by the Ministry. Further, the Technical Committee (TC) and the Project Approval Committee (PAC) constituted under the respective schemes have periodically reviewed the implementation of ongoing projects approved across the country, including those in the State of Maharashtra, which serve the Mumbai region, during the last three years.
(b) As of 30.06.2026, a total of 204 food processing projects has been sanctioned in the State of Maharashtra under the component schemes of the Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) with a total approved grant-in-aid of ₹1,241.54 crore. These projects facilitate the creation of cold storage capacity of 2.98 lakh MT for preservation of perishable agricultural raw materials and processed products and the procurement of 403 reefer vehicles/ agri-logistics for preservation and transportation of perishable agricultural raw materials andfinished processed products. The implementation of these 204 projects may lead to creation of food preservation capacity of 10.04 lakh MT per annum and food processing capacity of 89.08 lakh MT per annum in the State of Maharashtra. The infrastructure created under these projects may facilitate in strengthening the supply chain for perishable agricultural and marine products across the State, including the Mumbai region.
(c) MoFPI has conducted various assessments from time to time to identify the level of food processing and to estimate post-harvest losses for various agricultural produces in India.
These assessments are based on primary data collection nationwide including Mumbai and provides crop-wise estimates of the level of food processing and post-harvest losses. However, so far, this Ministry has not undertaken any assessment specifically to identify the impact of these initiatives on reducing food wastage, improving farmer income and ensuring availability of quality food products.
(d) MoFPI provides financial assistance for setting up food processing projects under three Schemes, namely: (i) Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), (ii) PM Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, and (iii) Production Linked Incentive Scheme for Food Processing Industry (PLISFPI). These schemes aim to strengthen food supply chains, enhance food safety standards, and promote the development of modern food processing infrastructure nationwide, including the Mumbai region.
