School infrastructure and fund utilisation in Erode, Tamil Nadu
1305 Shri Anthiyur P. Selvarasu:
Will the Minister of Education be pleased to state:
(a) whether Government has reviewed the shortage of subject teachers, laboratories and classroom
infrastructure in Government schools in Erode district in the State of Tamil Nadu, including
Sathyamangalam and Nambiyur where learning outcomes depend on adequate staffing;
(b) if so, the details of Government vacancy position, recruitment planning, subject-wise
shortages, school infrastructure deficiencies and fund utilisation undertaken in Erode district; and
(c) the measures proposed to be taken by Government to strengthen staffing, improve labs and
libraries, support remedial learning and ensure monitoring of learning outcomes in the said
district?

(a) and (b): Education is in the Concurrent List of the Constitution and majority of the schools
come under the purview of the respective State and UT Government. Accordingly, matters relating
to recruitment, service conditions and deployment of teachers fall primarily within the
administrative domain of the concerned State Governments/UT Administrations. The State
Government of Tamil Nadu has informed that review of availability of teachers and other school
infrastructure has been carried out. The State Government of Tamil Nadu has informed that 69
postgraduate positions and 194 Bachelor of Teaching positions are vacant in Government schools
in Erode District including in Sathyamangalam and Nambiyur.
The State Government of Tamil Nadu has informed that during 2023-24 & 2024-25, construction
of 225 classrooms and 5 laboratories with a cost of Rs. 5,385.72 lakhs was carried out in 29
schools of Erode District including in Sathyamangalam and Nambiyur.
(c): Under the Centrally Sponsored Scheme of Samagra Shiksha, financial assistance is provided
to States/UTs for various interventions including inter alia improving school infrastructure,
supporting remedial learning, monitoring of learning outcomes, etc.Following infrastructure have been approved under Samagra Shiksha during 2018-19 to 2025-
26 in Erode District of Tamil Nadu including in Sathyamangalam and Nambiyur:-

In the current Financial Year 2025-26, an amount of Rs. 22.16 Crore has been approved for
remedial teaching of 4,43,150 students of Tamil Nadu, including Erode District.
The Government of India, undertakes large-scale assessments to measure learning outcomes
in schools across the country from time to time. In this regard, the PARAKH Rashtriya
Sarvekshan 2024 (formerly National Achievement Survey) was conducted by the National
Assessment Centre-PARAKH, NCERT under the aegis of the Department of School Education
& Literacy, Ministry of Education to understand the baseline performance under the National
Education Policy (NEP) 2020 in development of competencies among students at the end of the
Foundational, Preparatory and Middle Stages (Grades 3, 6 and 9 respectively) of schooling.
Nationwide over 21.15 lakh students and 2.70 lakh teachers from more than 74,000 schools
across 781 districts from all States/UTs participated in the assessment. This includes 1.13 lakh
students and 13,951 teachers from 4,073 schools of the State of Tamil Nadu. National, State
and District level report cards for PARAKH Rashtriya Sarvekshan 2024 are available
at https://dashboard.parakh.ncert.gov.in/en.
In the current Financial Year 2025-26, an amount Rs. 3.80 Crore has been approved, for
Independent Periodic and Holistic Assessment of Students, for all districts of Tamil Nadu,
including Erode District.
