Shri Tatkare Sunil Dattatrey: Shri Saumitra Khan: Shri Joyanta Basumatary: Shri Ananta Nayak: Will the Minister of EDUCATION be pleased to State: (a) the number of students and schools participated in the Performance Assessment, Review, and Analysis of Knowledge for Holistic Development (PARAKH) Rashtriya Sarvekshan 2024, and which grades were assessed under the survey; (b) the details of the role of CBSE and States/UTs Governments in the administration of the PARAKH Rashtriya Sarvekshan; and (c) the purpose of the Holistic Progress Card (HPC) conceptualized by PARAKH and the manner in which it align with the Competency Based Assessment Framework? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) & (b): The PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey) was undertaken by the National Assessment Centre, PARAKH, NCERT under the aegis of the Department of School Education & Literacy, Ministry of Education to understand the baseline performance in development of competencies among the students at the end of the Foundational, Preparatory, and Middle stages (Grades 3, 6, and 9 respectively). Nationwide over 21.15 lakh students and 2.70 lakh teachers and school leaders from more than 74,000 schools across 781 districts from all States/UTs participated in the assessment. National,State and District level report cards for PARAKH Rashtriya Sarvekshan 2024 are available at https://dashboard.parakh.ncert.gov.in/en. The Sarvekshan conducted on 4th December 2024 was administered by the Central Board of Secondary Education, in collaboration with PARAKH and all States/UTs. CBSE was inter-alia responsible for appointment, training and payment of Regional Coordinators, District Level Coordinators and Observers, printing and logistical arrangement of test items including OMRs, Survey Questionnaire Booklet and other necessary formats and scanning of filled OMR sheets ensuring data secrecy and confidentiality. (c): The Holistic Progress Card (HPC), conceptualised under the National Education Policy (NEP) 2020, aims to shift the focus from rote memorisation to competency-based and formative assessment. It captures multi-dimensional progress of learners covering cognitive, social- emotional, and physical development through qualitative and quantitative indicators. HPC is aligned with the Competency-Based Assessment Framework (CBAF) and supports personalized learning by promoting teacher-led, peer, and self-assessment practices. It empowers students, teachers, and parents with regular, actionable feedback to enhance learning outcomes.
