SHRI KALYAN BANERJEE: Will the Minister of SCIENCE AND TECHNOLOGY be pleased to state: (a) whether it is a fact that Government proposes to establish and setup different scientific projects hub throughout the country to develop and improve the socio-economic conditions of marginalised tribal people of remote villages; (b) if so, the details of such projects undertaken by the research laboratories of Council of Scientific & Industrial Research (CSIR); and (c) the details of projects undertaken by other organisations to upgrade the livelihood of marginalised tribe families? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) FOR THE MINISTRY OF SCIENCE AND TECHNOLOGY AND EARTH SCIENCES (DR. JITENDRA SINGH) (a) & Council of Scientific and Industrial Research (CSIR) is (b) endeavoring to improve the socio-economic conditions of marginalised tribal people of remote villages through Mission Mode Projects. The brief detail is as under:  CSIR Aroma Mission: Under this mission, aromatic crop cultivation has been introduced in different tribal areas in Chhattisgarh, Jharkhand, North-Eastern states, Tamil Nadu, Uttar Pradesh, Rajasthan, Odisha and Madhya Pradesh creating awareness about the advantages of aromatic crops like tolerance to weather extremes, not affected bywild/domestic animals and by providing quality planting materials of superior varieties suitable for those regions, leading to higher income generation. The mission has contributed significantly in enhancing farmers' income, simultaneously nurturing the essential oil-based industries in India. Additional efforts were taken to improve the socio- economic status of the farmers by continuous skilling and training to enable them to undertake cultivation and processing of raw material in their fields, increasing yield and profit by deploying superior agro-processing technologies of CSIR, leading to a substantial rise in their incomes. Under this Mission, 20 tribal clusters were created for deploying aromatic crops in different states. Through these aroma clusters, CSIR is empowering and helping over 10,000 tribal farmers in various states, including Chhattisgarh, Jharkhand, North-Eastern states, Tamil Nadu, Uttar Pradesh, Rajasthan, Odisha and Madhya Pradesh.  Sickle Cell Anemia (SCA) Mission: The Mission focuses on a disease prevalent among tribal communities. CSIR has developed three specific scientific outcomes: a cost- effective molecular diagnostic test, supported the approval of Hydroxyurea as a treatment and established a CRISPR- based gene-editing platform.  Smart Village Mission: This project aims to develop model villages in various regions through the deployment of appropriate CSIR technologies and eco-friendly solutions to address local challenges in areas such as water, agriculture, and energy for sustainable development. Among one such village in Leh, tribal communities are specific beneficiaries. (c) Department of Biotechnology (DBT): The department is supporting various programs and projects aimed at establishing scientific project hubs, including Rural Bio- resource Complexes, across the country. These initiatives are designed to develop and improve the socio-economic conditions of marginalized tribal people and rural communities in remote villages under Biotech Biotech-Based Societal Development Program.DBT has implemented 96 projects in collaboration with State Agricultural Universities (SKUAST, TNAU, AAU, etc.), ICAR Institutes, IITs and NITs, Central Universities, NGOs and Research Foundations to upgrade the livelihood of marginalised tribal families. These projects focus on diverse areas, including aquaculture, sericulture, poultry, livestock improvement, horticulture, organic farming, mushroom cultivation, bio fertilizers, value addition of local resources, and women empowerment. These projects collectively aim at sustainable livelihood improvement of marginalized tribal families and SC/ST beneficiaries. The detail of the projects undertaken is placed at Annexure-I. Department of Science and Technology (DST): Under Tribal Sub-Plan (TSP), DST has also supported projects aimed at the socio-economic development of Scheduled Tribes and the protection of their interests. The detail of the projects undertaken is placed at Annexure-II. Ministry of Tribal Affairs (MoTA): Two agencies namely, Tribal Co-operative Marketing Development Federation of India (TRIFED) & National Scheduled Tribes Finance & Development Corporation (NSTFDC) of Ministry is engaged in promoting livelihood activities for the tribal communities across the country. Tribal Cooperative Marketing Development Federation of India (TRIFED): Under ‘Pradhan Mantri Janjatiya Vikas Mission’ (PMJVM), Scheme which is being implemented through TRIFED, financial assistance is provided to strengthen tribal entrepreneurship initiatives and to facilitate livelihood opportunities by promoting more efficient, equitable, self- managed, optimum use of natural resources, MFP/farm & non- farm and tribal product-based enterprises. The major activities covered under the scheme are as under:  Minimum Support Price for Minor Forest Produce (MSP for MFP)  Infrastructure creation at State Level  Setting up of Van Dhan Vikas Kendra (VDVK)  Marketing and Promotion of Tribal Produce / ProductsState-wise details of VDVKs is given at Annexure-III. National Scheduled Tribes Finance & Development Corporation (NSTFDC): The corporation provides concessional loans to the eligible Scheduled Tribe persons for undertaking income generation, self-employment and livelihood activities. The loan assistance is given under the schemes like Term Loan Scheme, Adivasi Mahila Sashaktikaran Yojana (AMSY), Micro Credit Scheme for Self Help Groups (MCF) and Adivasi Shiksha Rrinn Yojana (ASRY).
