Parliament Question: Sea Food Exports from Andhra Pradesh

SHRI TANGELLA UDAY SRINIVAS: Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state: (a) the value of shrimp and seafood exports from Andhra Pradesh during each of the last five years and the contribution of Kakinada-based processing units thereto; (b) the cold chain and seafood processing infrastructure sanctioned under central schemes in Andhra Pradesh during the last five years, including funds released, Integrated Cold Chain facilities and export-oriented clusters supported; (c) whether the Government has assessed non-tariff barriers and quality compliance challenges faced by Andhra Pradesh’s aquaculture exporters in the EU, USA and Japan, and if so, the steps taken in this regard; (d) the status of any proposal for development of an aquaculture export processing zone in Kakinada district; and (e) the measures proposed to promote geographic indication protection for premium seafood products from coastal Andhra Pradesh? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्यमंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SHRI JITIN PRASADA) (a) The value of frozen shrimp and other seafood items exports from Andhra Pradesh during each of the last five years and the seafood exports carried out through Kakinada Sea port are enclosed as Annexure I. (b) Marine Products Export Development Authority (MPEDA), a statutory body under the Department of Commerce, Ministry of Commerce & Industry, has been implementing various schemes that provide financial assistance for setting up value addition infrastructure, installation of automated processing machinery, establishment of cold chain facilities and handling units for live, chilled, dried and ornamental fish, including support for new product development. The schemes are being operated by MPEDA in all States including Andhra Pradesh and can be availed by eligible exporters on a pan-India basis. 1During 2021-22 to 2025-26, MPEDA has released financial assistance amounting to Rs. 3,530.18 lakh in Andhra Pradesh under its various schemes for the development of value addition, seafood processing and cold chain infrastructure. The year-wise details are as given below: 2021- 2022- 2023- 2024-25 2025- Total 22 23 24 26 Financial Assistance (Rs in 1075.84 545.14 309.271 1,036.79 563.14 3530.18 Lakh) (Source: MPEDA) Further, during 2020-21 to 2025-26, Department of Fisheries has accorded approval to fisheries development proposals submitted by the Government of Andhra Pradesh at a total outlay of Rs.2,333.61 crore, with a Central share of Rs. 683.93 crore under Pradhan Mantri Matsya Sampada Yojana (PMMSY). These aim to strengthen fisheries and aquaculture infrastructure and improve the overall value chain in the fisheries sector. This includes the establishment of 16 cold storages, 1,710 fish transportation facilities, 85 fish retail markets, 4,215 fish kiosks, 25 value-added enterprises, one e-platform for e-trading and e-marketing, and an Integrated Aqua Park at Parasavanipalem Village, Bapatla District. (c) The Government, in coordination with the Marine Products Export Development Authority (MPEDA), Export Inspection Council (EIC) and other stakeholder agencies, continuously monitors the non-tariff barriers and quality compliance challenges faced by Indian marine product exporters in the international markets including the European Union (EU), United States of America (USA) and Japan. Steps taken in this respect include implementation of Turtle Excluder Devices (TEDs) - its redesign, validation, field trials, training and awareness, mandating its use by amending State Marine Fisheries Regulation Acts; providing financial assistance under Pradhan Mantri Matsya Sampada Yojana to restore US market access for wild-caught shrimp; Conducting Marine Mammal Stock Assessment Survey and submitting the Comparability Finding Application to US-NOAA (National Oceanic and Atmospheric Administration) leading to the U.S. National Marine Fisheries Service (NMFS) certifying India's export of fisheries under US Marine Mammal Protection Act (MMPA) ensuring continued access to the U.S. market beyond December 2025; submitting detailed response to the US Department of Labour seeking exclusion of Indian shrimp from the child/forced labour list under Executive Order (E.O.) 13126 on 16 December 2024; conducting ILO-supported orientation programmes on international labour standards and responsible seafood supply chains; formation of state level Tripartite Committees on labour; monitoring antibiotic-residue control by prohibiting the use of Chloramphenicol and Nitrofurans in food producing animals; banning 37 anti-microbials in aquaculture sector aligning with EU Regulation 22022/1255; Pre-harvest screening of aquaculture raw material for banned antibiotics, etc. (d) At present, there is no proposal for development of an exclusive aquaculture export processing zone in Kakinada district. However, the Government is promoting the development of export-oriented fisheries infrastructure through various initiatives under the PMMSY and MPEDA in Andhra Pradesh. Further, an Integrated Aqua Park in Bapatla District of Andhra Pradesh has been sanctioned under PMMSY which is envisaged to serve as a modern hub for aquaculture development, value addition and export-linked incentives, thereby supporting enhanced competitiveness of the fisheries sector in Andhra Pradesh. (e) There is no specific proposal for Geographical Indication (GI) protection for premium seafood products from coastal Andhra Pradesh at present.
