be pleased to state:-
(a) whether the Government has received any proposal for a second airport for Bengaluru city or for reopening Hindustan Aeronautics Limited (HAL) Airport for commercial passenger operations and if so, the details thereof;
(b) whether any feasibility study, safety assessment or traffic study has been conducted in this regard by the Airports Authority of India (AAI), the Directorate General of Civil Aviation (DGCA) or any other agency and if so, the details and findings thereof;
(c) the procedure and criteria followed by the Government for approving a second airport in a city including distance norms, traffic thresholds and contractual conditions; and
(d) whether the reopening of HAL Airport or developing a second airport would require any modification of the existing concession agreement with Kempegowda International Airport and if so, the details thereof along with the compensation proposed to its operator? (a) to (d): Based on the request of Government of Karnataka (GoK), Airports Authority of India
(AAI) has conducted Pre-feasibility Studies of three sites for development of second airport in Bengaluru. The Pre-feasibility study report has been sent to GoK. Government of India (GoI) has not received any proposal thereafter under GFA Policy either from GoK or any airport developer for development of a second Greenfield Airport near Bengaluru.;

As per Concession Agreement (CA) between GoI and M/s Bangalore International Airport Limited
(BIAL), no new or existing airport (except development of Mysore and Hassan as Domestic airports) within an aerial distance of 150 kilometers of Kempegowda International Airport (KIA), Bengaluru is permitted for development/improvement/upgradation before the 25th anniversary of the airport opening date. Development of any new airport within 150 KMs of KIA, Bengaluru or reopening of existing HAL airport, prior to 25th anniversary of airport opening date of KIA, Bengaluru would require consent from BIAL in terms of provisions of CA.;
