Parliament Question: Selection of Villages under CRCFVs in Karnataka

Shri Kota Srinivasa Poojary: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the details of villages selected under Climate Resilient Coastal Fishermen Villages (CRCFVs) program, State and district-wise, including Karnataka; (b) the amount of fund allocated and released so far for each village under CRCFVs in Karnataka for FY 2024-25 and FY 2025-26; (c) the details of projects implemented in Karnataka, particularly in Udupi district, related to fisheries infrastructure, sustainable livelihood opportunities, and climate-adaptive measures; and (d) whether there is any proposal of the Government for expanding the coverage of CRCFV beyond the identified 100 villages and if so, the details thereof? ANSWER THE MINISTER OF STATE OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI GEORGE KURIAN) (a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying recognizing the importance of developing the coastal communities, has taken up a transformative initiative under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to develop existing 100 Coastal Fishermen Villages (CFV) situated close to the coastline in all costal States and Union Territories(UTs) as Climate Resilient Coastal Fishermen Villages(CRCFV) and to make them as economically vibrant fishermen villages. 100 villages have been identified based on the guidelines, jointly with the respective states/UTs, including five villages in Karnataka, namely Uppunda Madikal, Koteshwara and Kadavoor in Udupi district and Bailuru and Matadahitlu in Uttara Kannada district. The State and district-wise villages is provided at Annexure I. (b) & (c): The development of CRCFV has been taken up under the Central Sector Scheme Component of the PMMSY with a unit cost of Rs 200 lakh per fishing village, and the entire cost (100%) is met by the Government of India. Accordingly, based on the detailed project reports (DPR) submitted by the Government of Karnataka, Rs 10 crores have been approved to the state for the five villages and Rs 250 Lakh has been released to the State being the first instalment at the rate Rs 50 Lakhs per village. The activities approved based on the DPR submitted by the State for the five villages in terms of fisheries infrastructure, sustainable livelihood opportunities, and climate-adaptive measures include construction of multipurpose fisheries centre, shore protection works, renovation of fish market with provision of solar based lighting, solar based high mast light outside fish market, construction of common fish processing center and net mending yard, installation of marine grade high mast light, emergency rescue facilities -beacon light and life buoys, solar based fish dryers, fish vending kiosks, Phase Change Material (PCM) based fish preservation box. insulated vehicle, promotion of bivalve cultivation and other need based fisheries interventions.
