In response to Unstarred Question No. 1995 in the Lok Sabha, answered on December 11, 2025, regarding a separate fund for the repair of roads damaged due to floods, the Ministry of Road Transport and Highways stated that the Government has prioritized the maintenance of the existing National Highway network. A mechanism is in place to ensure maintenance and repair (M&R) of all NHs sections, including reconstruction and repair of NHs damaged due to floods, through accountable maintenance agencies. The Government has already made a separate provision of funds for maintenance and repair of NHs, which includes repair/immediate restoration of traffic for damages due to floods. Emergency repair works on NHs damaged by heavy rain/flash flood/landslide etc. are taken up immediately for early restoration of traffic. Permanent restoration work is undertaken as per the Detailed Project Report after assessment of the cause of damages. The question was raised by Smt. Manju Sharma. (a) whether the Government proposes to establish a separate fund
for the reconstruction and repair of roads damaged due to floods in
the country, if so, the details thereof;
(b) if not, the reasons therefor; and
(c) the reaction of the Government in this regard?

(a) to (c) The Government has prioritized the maintenance of
existing National Highway network and inter-alia evolved a
mechanism to ensure Maintenance and Repair (M&R) of all NHs
sections, including reconstruction and repair of NHs damaged due
to floods, through accountable maintenance agency. Government
has already made a separate provision of funds for maintenance and
repair of NHs, which includes repair / immediate restoration of
traffic for damages due to floods.
All emergency repair works on NHs, damaged by heavy rain /
flash flood / land slide etc., are taken up immediately for early
restoration of traffic. Permanent restoration work is taken up as per
the Detailed Project Report after assessment of cause of damages.
