SETTING UP OF CETPS
5229. SHRI PUSHPENDRA SAROJ:
Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) the number of textile clusters sanctioned, approved under the Integrated Processing Development
Scheme (IPDS) or any other Central schemes for setting up Common Effluent Treatment Plants
(CETPs), State and district-wise including Uttar Pradesh;
(b) the number of CETPs currently functional versus those pending or delayed along with the reasons for
such delays, State and district-wise including Uttar Pradesh;
(c) the monitoring mechanism adopted by the Government to ensure that CETPs funded through Central
assistance are actually treating industrial effluents to prescribed environmental standards;
(d) the instances where textile units continued discharging untreated or partially treated dye effluents
despite the availability of CETPs and the action taken against such units; and
(e) the corrective measures proposed to be taken to ensure that Central funds for CETPs translate into
effective pollution control rather than continued contamination of groundwater in textile clusters?

(a) to (e): Under the Integrated Processing Deve lopment Scheme (IPDS) of the Ministry of Textile ,
6 projects have been approved, 5 in Rajasthan and 1 in Gujarat. Other than IPDS, there are 225
operational CETPs across 21 states in the country including 7 in Uttar Pradesh, with a combined design
treatment capacity for the treatment of 2245 million litres per day (MLD) of industrial wastewater. Out
of which 56 CETPs are designed to achieve Zero Liquid Discharge (ZLD), located in various states. To
strengthen self-regulation with Online Continuous Effluent Monitoring Systems (OCEMS), 184 CETPs
have been equipped with enable real-time monitoring and alert system with connectivity to the server of
SPCBs/PCCs and CPCB. The state-wise number of CETPs is attached as Annexure I.
To strengthen pollution monitoring in CETPs, Central Pollution Control Board (CPCB) has
issued directions u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974, dated
31.03.2016 to all the concerned SPCBs/PCCs to carry out monitoring of all CETPs and the associated
industrial areas at least every quarter and upload the performance status of all CETPs in respect of each
monitoring on the SPCB website regularly.
Further, the Ministry of Environment, Forest and Climate Change (MoEF&CC), has notified
notification no. S.O. 3864(E) dated 09.09.2024, wherein the roles and responsibilities are fixed for State
Governments/State Boards, CETP operating agencies, and member industries, which will ensure more
effective management of industrial wastewater.
Subsequently, the MoEF&CC vide Notification No. S.O. 389 (E) dated 28th January 2026 has
exempted Common Effluent Treatment Plants (CETPs) from the requirement of prior Environment
Clearance (EC) under the provisions of EIA Notification, 2006. The MoEF&CC has issued Office
Memorandum, dated 28.01.2026 prescribing Environmental safeguards to be followed while operation of
such CETPs.Annexure I
