Shri Ajay Kumar Mandal: Will the Minister of EDUCATION be pleased to state: (a) whether the Government proposes to set up Kendriya Vidyalaya/Navodaya Vidyalaya or other Central educational institutions under the Bhagalpur Lok Sabha Constituency of Bihar, if so, the details thereof; (b) whether any special recruitment drive is being carried out by the Government to fill the vacant posts in higher and technical educational institutions and if so, the details thereof; (c) the budgetary provision made by the Government to create digital education and smart classroom facilities in rural schools of the said Constituency; and (d) the details of total funds disbursed by the Government to students of Bhagalpur under various scholarship schemes? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN) (a) to (d) A statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 429 ASKED BY SHRI AJAY KUMAR MANDAL, HON’BLE MEMBER OF PARLIAMENT ANSWERED ON 23.03.2026 REGARDING “SETTING UP OF KENDRIYA VIDYALAYA/NAVODAYA VIDYALAYA IN BHAGALPUR”. (a) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India/State Governments/ Union Territories Administrations, with commitment to provide requisite extent of land, free of cost and suitable rent-free temporary accommodation for setting up a new KV, as per Kendriya Vidyalaya Sangathan (KVS) norms. At present, 51 KVs are functioning in Bihar including one KV at NTPC Kahalgaon, Bhagalpur District. The Government of India has recently sanctioned 57 new KVs in October, 2025 across the country, including KV, Bhagalpur Town in Bhagalpur District of Bihar. The Navodaya Vidyalaya Scheme envisages for opening of one Navodaya Vidyalaya (NV) in each district of the country. Opening of new NVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new NVs depends on approval by the competent authority as per extant procedures. At present, 39 NVs including 01 NV in the Bhagalpur district are functional in all the 38 districts of Bihar. To address the increasing skill challenges of the Indian IT industry and growth of domestic IT market, the Ministry of Education has established five Centrally Funded Indian Institutes of Information Technology (IIIT) and twenty IIITs on a Not-for-profit Public Private Partnership (N-PPP) in India with a vision to providing world class human resources in IT, developing/strengthening the human capital available for the IT industry in the country and harnessing the multi-dimensional facets of IT in various domains. Out of these IIITs, one IIIT under the PPP mode, namely the IIIT (PPP) Bhagalpur, was established in 2017 in Bhagalpur district of Bihar.Further, for establishment of a new Central University at Bhagalpur, Bihar near the historical site of Vikramshila, the State Government of Bihar has been requested to complete the process of the land acquisition. Opening of Central Educational Institutions (CEIs) is a continuous process which depends on approval by the competent authority as per extent procedure/policy. ‘Education’ being a concurrent subject, the State Governments are also taking various initiatives to provide greater access to School/Higher Education in their respective States. (b) From September 2022, all Central Higher Education Institutions (CHEIs) have undertaken Mission Mode recruitment drive to fill the vacant posts. Up to 24.01.2026 (i.e. the date of last Rozgar Mela), a total number of 30720 posts have been filled up by all CHEIs. The details are annexed. Vacancies keep on arising due to promotion, retirement, resignation, death, opening of new institutions, schemes or projects, and additional requirements on account of enhanced students’ strength and expansion of capacity in existing institutions. Filling up of vacancies is a continuous process and efforts are made to fill up the vacancies as per the provisions of the relevant recruitment rules. (c) Under the ICT and Digital Initiatives component of the Centrally Sponsored Scheme of Samagra Shiksha, financial assistance is provided for establishing ICT Lab and Smart Classrooms in schools. The budgetary provision for the year 2025-26 for establishment of ICT Lab and smart class in Bhagalpur constituency is as under: Particulars Budgetary provision (Rs. in Lakh) ICT Lab (New) 1257.10 Smart Class (New) 576.00 ICT Lab (Old) 160.80 Smart Class (Old) 99.60 TOTAL 2093.50(d) Under the Central Sector Scheme ‘National Means-cum-Merit Scholarship Scheme (NMMSS), administered by the Department of School Education and Literacy, Ministry of Education, scholarships are awarded to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue their education at secondary stage. The meritorious students are selected through selection test and eligibility criteria of the scheme. One lakh fresh scholarships @ Rs.12000/- per annum per student are awarded to selected meritorious students of class IX every year and their continuation/renewal in classes X, XI and XII for studying in a State Government, Government-aided or Local body schools. Each State/UT is allotted a fixed quota for selection of meritorious students. No specific quota is earmarked for District/Parliamentary Constituency. Under the scheme, 14,857 scholarships amounting to Rs. 17.83 Crore (approx.) were awarded to the students of State of Bihar including Bhagalpur during the financial year 2024-25. Pradhan Mantri Uchchatar Shiksha Protsahan [PM-USP] Yojana, administered by the Department of Higher Education, Ministry of Education, is a Central Sector Scheme of Scholarship for College and University Students, under which financial assistance in the form of scholarships is provided to poor and meritorious students for pursuing higher education. Students who are in top 20th percentile of successful candidates in class XII and having family income of up to ₹ 4.5 lakh per annum, are eligible to apply. In a year, 82,000 fresh scholarship slots are available. These have been divided amongst the State Education Boards based on the State’s population in the age group of 18-25 years. 50% scholarship slots are earmarked for the girl students. No specific quota is earmarked for District/Parliamentary Constituency.
