ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) & (b) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing acommon programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations, with commitment to provide requisite resources including land and temporary accommodation for setting up a new KV as per norms. The proposals are subject to approval of the competent authority as per extant procedures. As per information received from Kendriya Vidyalaya Sangathan (KVS), no feasible proposal, as per norms of KVS, for opening of new KV has been received by KVS from State Government of Maharashtra/District Administrations. The Government of India has launched an online PM SHRI portal for Selection process of PM SHRI School through challenge mode. The portal is being opened phase wise by the Department of School Education & Literacy (DoSE&L), Ministry of Education (MoE), Government of India for those benchmark schools which can self-apply on PM SHRI Portal under the PM SHRI scheme in accordance with the prescribed guidelines. These benchmark schools from Maharashtra independently submit applications through this PM SHRI portal, in accordance with the prescribed guidelines of Government of India. Selection of PM SHRI schools is through Challenge Mode wherein Schools compete for support to become exemplar schools. Selection is done through a three-stage process with definite time lines. The district-wise details of proposal received and schools selected under PM SHRI are at Annexure-I. (c) Out of 60 KVs in the State of Maharashtra as on date, 52 KVs have been designated as PM SHRI KVs. Apart from these, 860 PM SHRI Schools have been selected from the State of Maharashtra. (d) All KVs in the State of Maharashtra have sufficient infrastructure, basic amenities and ICT infrastructure, including smart classrooms, computer labs and internet connectivity, achieving 100% ICT saturation. District-wise details of student enrolment and teaching staff strength in KVs situated in Maharashtra (as on 31.03.2025) are at Annexure – II and that of other 860 PM SHRI Schools is at Annexure – III. (e) to (g) Central Government Schools namely Kendriya Vidyalayas (KVs) and Navodaya Vidyalayas (NVs) are under the DoSE&L, MoE. These vidyalayas are affiliated to CBSE. In respect of KVS, KV Washim has been identified to be set up as PM SHRI KV school, which is located in Aspirational District-Washim in Maharashtra. The schools are selected through an online transparent ‘Challenge Method’. KVs are not opened on the criteria of backward districts/aspirational district/State/UT etc.As regards NVs, the Navodaya Vidyalaya Scheme envisages opening of one NV in each rural district of the country. Opening of new NVs is a continuous process, which depends on the willingness of the concerned State Government / UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the vidyalaya till the permanent building is constructed. Sanction and opening of new NVs depends on approval by the competent authority as per extant procedures. As per the information received from Navodaya Vidyalaya Samiti, there are 34 functional NVs in the State of Maharashtra out of which, 05 NVs are in 04 Aspirational Districts namely Gadchiroli, Nandurbar, Osmanabad and Washim including an additional second NV in Nandurbar district (ST concentrated). All these NVs are PM SHRI schools. All rural blocks across the state of Maharashtra have been covered under the PM SHRI scheme. Further, State has one PM SHRI school in each block of Aspirational District. Selection of PM SHRI schools is through Challenge Mode wherein Schools compete for support to become exemplar schools. Selection is done through a three-stage process with definite time lines.
