SHAKTI SADAN SCHEME
2103: MS. S JOTHIMANI:
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the details of the Shakti Sadan scheme including the number of beneficiaries and fund
allocation for the years 2024-25 and 2025-26;
(b) the number of said Sadan centers established in the country, State-wise and district-wise in
Tamil Nadu, especially in the Karur district;
(c) whether the Government has any data on the number of women who have been provided
vocational and skill training under the said scheme till date, if so, the details thereof; and
(d) the details of the measures being taken by the Ministry to improve the functioning/outreach
of the Shakti Sadan scheme, particularly in rural areas?

(a) to (d) Under the overarching ‘Mission Shakti’, erstwhile schemes of ‘Swadhar Greh’ – Home
for women in difficult circumstances and ‘Ujjawala’- Home for women rescued from Trafficking,
have been merged w.e.f. 01.04.2022 and are now known as ‘Shakti Sadan Scheme’, which is an
Integrated Relief and Rehabilitation Home for women in distressful situations including trafficked
women. It aims at creating a safe and enabling environment for women in such difficult situations,
to enable them to overcome the adverse circumstances. Shakti Sadan is helpful towards support
for women in distress, providing shelter and rehabilitation support including those affected of
trafficking.
Shakti Sadan Scheme is a Centrally Sponsored Scheme and implementation of this scheme lies
with the State Governments and UT Administrations. Funds are being released on the basis of
guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA
SPARSH of the Public Financial Management System (PFMS). The States/UTs assess their
requirement as per local needs and proposals are approved every year by the Programme ApprovalBoard (PAB) after discussion with States/UTs. Under the Scheme, financial assistance is provided
for running of Shakti Sadan in rented premises.
The Ministry continuously monitors the progress of the implementation of scheme through
physical and virtual meetings with States/UTs, field visit by the officials of the Ministry and
through digital mode from time to time. Further, for the purpose of monitoring of Shakti Sadans,
this Ministry has developed a dedicated Mission shakti Dashboard for capturing details like staff
deployed, beneficiaries, location details (Latitude and Longitude), Physical infrastructure,
Vocational Training, ICT infrastructure, activities conducted, facilities provided to beneficiaries,
etc.
The Ministry engages with the States/UTs regularly and through its various Schemes i.e. Beti
Bachao Beti Padao (BBBP), One Stop Centre (OSC) and Women Help Line (WHL) which
envisages to provide 24 hours emergency and non-emergency response to women, both in public
and private spaces by linking them with appropriate authority such as Police, OSC, Hospital, Legal
Services etc. Through these measures work towards generating awareness among women and
children.
Presently, 433 Shakti Sadans are functional across the country and about 35,300 women provided
vocational training and skill training under the Scheme from FY 2023-24 to FY 2025-26. The
funds released and number of beneficiaries for the financial years 2024-25 and 2025-26 under
Shakti Sadan Scheme is as follows:
