RANI SRIKUMAR Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state: (a) whether the Government has assessed the contribution of Tamil Nadu to the overall merchandise and services exports of the country and if so, the details thereof; (b) the share of Tamil Nadu in India’s total exports including automobiles, textiles, electronics, leather products and engineering goods during each of the last three years and the current year, sector-wise; (c) whether Tamil Nadu has emerged as one of the leading exporting States of the country, if so, the details thereof; (d) the details of steps taken by the Government to strengthen export infrastructure, logistics, ports, industrial corridors and ease of doing business in Tamil Nadu to enhance its export competitiveness; and (e) the details of Central assistance, incentives and export promotion schemes extended to exporters and Micro, Small and Medium Enterprises (MSMEs) in Tamil Nadu during the said period? Exports from Tamil Nadu were 3rd largest in the FY24, FY25 and FY26 among India’s exporting states. (d) The Government is taking several key steps to strengthen export infrastructure, logistics, ports, industrial corridors, and ease of doing business in the country, including Tamil Nadu to enhance its export competitiveness. These include Trade Infrastructure for Export Scheme (TIES), National Logistics Policy 2022, developing Industrial Corridors under National Industrial Corridor Development Programme 2(NICDP), implementing port modernization under Sagarmala programme, Ease of Doing Business reforms, establishing the National Single Window System (NSWS), PM Gati Shakti National Master Plan, supporting start-ups via Start-up India scheme, and decriminalizing provisions across Acts through the Jan Vishwas (Amendment) Act. The details are as following: i. Under Trade Infrastructure for Export Scheme (TIES), 13 projects have been completed in the State of Tamil Nadu. ii. To create a cohesive, cost-effective, and technology-driven, integrated logistics ecosystem, all States, including Tamil Nadu are encouraged to formulate their State Logistics Policy aligning with the National Logistics Policy (NLP) 2022. iii. In order to accelerate growth in manufacturing, Government of India (GoI) has adopted the strategy of developing Industrial Corridors under National Industrial Corridor Development Programme (NICDP) in partnership with State Governments. The objective of this programme is to develop Greenfield Industrial Infrastructure. iv. A total of 94 projects worth Rs. 12,523 Cr have been implemented in Major Ports of Tamil Nadu since FY 2014-15 to FY 2025-26, to strengthen the export infrastructure at Ports. v. The Government has undertaken reforms to improve the Ease of Doing Business (EoDB) across the country, including in the State of Tamil Nadu. Further, the Government has undertaken the Reducing Compliance Burden (RCB) initiative. As a result, 2,521 compliances have been reduced in the state of Tamil Nadu. vi. Envisioned as a one-stop shop for investor related approvals and services in the country, National Single Window System (NSWS) has been set up to provide “end to end” facilitation and support to investors. vii. PM Gati Shakti National Master Plan (NMP) has been launched to facilitate data-based decisions related to integrated planning of multimodal infrastructure, thereby reducing logistics cost. viii. Under Start-up India initiative, the Government is implementing flagship Schemes, Fund of Funds for Start-ups (FFS), Start-up India Seed Fund Scheme (SISFS), and Credit Guarantee Scheme for Start-ups (CGSS) to provide funding opportunities and support start-ups at various stages of their business cycle. (e) To support Micro, Small and Medium Enterprises (MSMEs) in areas of credit facilitation, technology up-gradation and export promotion, various schemes are implemented across the country. The schemes implemented, inter-alia, include Prime Minister’s Employment Generation Programme (PMEGP), Micro and Small Enterprises-Cluster Development Programme (MSE-CDP), Credit Guarantee Scheme for Micro and Small Enterprises (CGTMSE), Self-Reliant India (SRI) Fund, Entrepreneurship and Skill Development Programme (ESDP), and MSME Champions Scheme. Further, to create a conducive environment for the promotion and development of MSME, Udyam Registration Portal has been developed to provide an online, paperless and transparent MSME registration process. The details of Central assistance, incentives and export promotion schemes extended to exporters and (MSMEs) in the country, including Tamil Nadu are as below: 3i. The Export Promotion Mission (EPM) was launched in 2025 to strengthen India’s export competitiveness with an allocation of ₹2,300 Cr in 2026-27 for EPM, including for exporters and institutions from Tamil Nadu. ii. Export Promotion Capital Goods (EPCG) Scheme allows import of capital goods at zero customs duty for production of goods and services meant for export. The scheme supports technology up-gradation and manufacturing competitiveness of Indian exporters. iii. The District Export Hub (DEH) Initiative provides the district-level framework for decentralised export promotion. In each district, the effort is to identify and prioritise 3–5 products/services with viable export potential for targeted interventions. iv. Refund of Duties and Taxes on Exported Products (RoDTEP) Scheme aims to refund currently un-refunded duties/taxes/levies borne on the export product, including prior stage cumulative indirect taxes on goods and services used in production of the exported products. v. The Advance Authorisation (AA) scheme allows duty-free import of inputs that are physically incorporated into or used in the production of the export product. All MSMEs including in Tamil Nadu may avail duty exemption benefits. vi. Export Credit Guarantee Corporation of India (ECGC) provides credit insurance covers to exporters against non-payment risks by the overseas buyers due to Commercial and Political reasons. The Company has 46 branch offices pan-India including eight in Tamil Nadu at Chennai, Chennai South, Coimbatore, Karur, Madurai, Salem, Tirupur, and Tuticorin, which serve as local points of contact for exporters and banks. vii. The Ministry of Micro, Small and Medium Enterprises has established 65 Export Facilitation Centers (EFCs) in its field offices across the country including 04 in Tamil Nadu with the aim of providing requisite mentoring and handholding support to MSMEs in exporting their products and services. viii. International Cooperation (IC) Scheme of Ministry of MSME aims to build capacity of MSMEs by facilitating their participation in international exhibitions/fairs/conferences/seminar/buyer-seller meets abroad as well as reimbursement of various costs. ***** 4
