Shortage of Teacher in Government School

Will the Minister of EDUCATION be pleased to state:
(a) whether it is a fact that several posts of teachers are vacant in secondary and higher secondary
schools in Nagpur district of Maharashtra;
(b) if so, the number of the said vacancies, category and subject-wise;
(c) whether the Government is aware that several Government and Government aided Schools in
Nagpur district are in a dilapidated condition and the quality of education is getting affected due to
shortage of teachers and if so, whether the Government has formulated any special plan for
redevelopment of schools and filling up of vacant posts there in Nagpur district; and
(d) if so, the details thereof and the progress made so far and if not, the reasons therefor?

(a) to (d): Education being a subject in the Concurrent List of the Constitution, an overwhelming majority of the
schools in the country comes under the administrative control of States/UTs. The recruitment and rational
deployment of teachers come under the purview of the respective State Governments/UT Administrations. As
per the UDISE+ 23-24 report, the total number of in-position teachers in secondary and higher secondary schools
in Maharashtra are 13,674 and 8,767 respectively. The data regarding the vacant posts of teachers is maintained
by respective state government. The Government of Maharashtra has designed the PAVITRA portal to
streamline the recruitment process for teachers in the State.
The Central Government through the Centrally Sponsored Scheme of Samagra Shiksha, provides financial
assistance to the States and UTs to maintain appropriate Pupil-Teacher Ratio (PTR) for various levels of
schooling, as per norms prescribed in the Right of Children to Free and Compulsory Education (RTE) Act, 2009,
as amended from time to time.
As per the UDISE+ 2023-24 report, 400 government schools and 9 government-aided schools are in a
dilapidated condition in the Nagpur district of Maharashtra.
Based on the proposals received from the Government of Maharashtra, the Central Government has sanctioned
upgradation of 227 building-less and dilapidated building schools in the State from FY 2018-19 to FY 2024-25
as per the norms of Samagra Shiksha scheme. However, the financial support towards upgradation of schools
under Samagra Shiksha is provided to States/UTs on a lump sum basis and not to individual districts.
