SHRI DHARMENDRA YADAV: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether it is a fact that farmers in various States of the country are facing shortage of urea at present and they are not getting adequate quantity of urea; (b) if so, the details of total production, import, demand and availability of urea in the country during the last three years, State-wise and year-wise; (c) whether the shortfall in urea is due to decline in domestic production, reduction in imports, failure of supply chain or irregularities in distribution, if so, the main reason for the said shortage in the country; (d) whether the Government acknowledges that the concerned departments and agencies have failed to work at the expected level in ensuring availability of urea, if so, the details thereof; and (e) the concrete and prompt steps taken to provide adequate and on-time availability of urea to the farmers? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL) (a) to (e) Following steps are taken by the Government every season for ensuring timely and adequate availability of all fertilizers in the country: (i) Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the State-wise & month-wise requirement of fertilizers.-2- (ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. (iii) The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Management System (iFMS). (iv) The State Governments are regularly advised to coordinate with manufacturers and importers for streamlining the supplies through timely placement of indents. (v) Regular coordination meetings are held with Ministry of Railways for giving sufficient rakes, priority to fertilizers and for timely evacuation of rakes for States. (vi) The distribution of fertilizers within the State at district level is done by the concerned State government. In view of above, the availability of Urea has remained adequate across the States during the last 3 years and in the current year (2025โ€“26, till 09.03.2026). The State-wise information regarding requirement, availability and sales of Urea during the said period is placed at Annexure.
