Shortage of Urea
2465 SHRI SAPTAGIRI SANKAR ULAKA:
Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the total quantum of urea (in metric tonnes) allocated and distributed during the
last three years in the State of Odisha district-wise, year-wise and month-wise;
(b) whether the Government is aware of the reports regarding an acute shortage of
urea fertiliser used by farmers during the ongoing Kharif season in the Koraput
district of Odisha;
(c) if so, the reasons for the said shortage, including any supply chain disruptions or
logistical constraints; and
(d) the measures being undertaken to ensure the timely availability of urea to farmers
and safeguard agricultural operations during the critical cropping season in the
said district?

(a) The availability of Urea has remained adequate in the State of Odisha, during
the last three years. The district-wise/month-wise information regarding the allocation
and supply of Urea during the said period is placed at Annexure. (A,B,C)
(b) to (d) The mandate of Department of Fertilizers is to ensure adequate
availability of fertilizers at the State level. However, the distribution of fertilizers within
the State at district level is done by the concerned State government.
Accordingly, as per the information received from the State Government of Odisha, the
State Government has taken adequate steps to make various chemical fertilisers
available to the farmers in the right quantity & at right prices as under:
State level committee under joint chairmanship of Secretary Agriculture and
Farmers Empowerment, Cooperation has been formed to monitor availability of
fertilizers in different parts of the State.-2-
District level committee has been formed under the chairmanship of collector
and District Magistrate for micro planning to make fertilizer available in different
parts of the district. All the fertilizer manufacturing companies have been
directed to supply adequate quantities of all kinds of fertilisers to the MARKFED
& the MARKFED also has been advised to ensure availability of fertilizers in all
PACS/ LAMPCS as per their requirement.
Efforts made to channelize sixty percent of all kinds of fertilizers will be
channelized through MARKFED for further supply and sale by PACS/LAMPCS.
For prepositioning of fertilizers during the lean period of requirement a corpus
fund of Rs 150.00 crore has been formed and given to MARKFED for purchase
and store enough quantity of fertilizers.
Transportation and handling charges of Rs 375/- per MT is given to MARKFED
on Urea supply during Kharif.
To prevent black marketing/ illegal hoardings/ sell of spurious & non-standard
fertilizers regular inspections of fertilizer retail & wholesale points are being
carried out by agriculture/ revenue & police personnel under the direct
supervision of the Collector v& District magistrate in the districts for any kind of
illegal activities.
Further, an adequate quantity of Urea was supplied to Koraput district during the Kharif
2025 season. As on 30.09.2025, against the seasonal requirement of 18,000 MT of
Urea, 21,355 MT was supplied. With an opening stock of 6,729 MT, to make total
availability 28,084 MT. However, the sales of Urea during the said season were 26,665
MT and the closing stock stood at 1,375 MT in Koraput district of Odisha.
