Parliament Question: Skill Development Education in Child Care Institutions

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 1027 ANSWERED ON 24.07.2026 SKILL DEVELOPMENT EDUCATION IN CHILD CARE INSTITUTIONS 1027. SHRI TANUJ PUNIA: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the number of child care institutions in the country providing skill development education along with formal education; and (b) the number of children who received skill development education along with formal education in the said institutions, State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) & (b): Under the Juvenile Justice (Care and Protection of Children) Act, 2015, Child Care Institutions (CCIs) are established, managed and monitored by the respective State Governments and UT Administrations. The Ministry of Women and Child Development supplements the efforts of the States and UTs through the Centrally Sponsored Scheme, Mission Vatsalya. Section 53 of the Juvenile Justice (Care and Protection of Children) Act, 2015 provides that institutions registered under the Act shall provide rehabilitation and reintegration services to children, which include appropriate education, skill development, occupational therapy, life skill education, referral services for vocational training and case management through an Individual Care Plan (ICP). The Juvenile Justice (Care and Protection of Children) Model Rules, 2016 provide that every Child Care Institution shall ensure access to education and skill development for children in its care. Rule 36 mandates that every Child Care Institution provide education to all children according to their age and ability through appropriate educational avenues, including mainstream schooling, open schooling, bridge courses and non-formal education, while also ensuring regular attendance and facilitating access to scholarships and other educational support. Rule 37 further requires every Child Care Institution to provide gainful vocational training and skill-based education suited to the child's age, aptitude, interest and ability, with a view to enhancing employability and enabling certification, wherever applicable. These provisions are aimed atpromoting the educational development, rehabilitation and social reintegration of children in need of care and protection. The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme namely ‘Mission Vatsalya’ in all States and Union Territories to deliver various services for children in difficult circumstances. Under Mission Vatsalya Scheme, financial support is provided to States and UTs for the care, protection, education, vocational training and rehabilitation of children residing in CCIs.
