SKILL DEVELOPMENT FOR DIVYANGJAN
347. SHRI G M HARISH BALAYOGI:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details regarding policies/schemes/programmes being implemented for skill
development, vocational training and employment of Divyangjan;
(b) the number of Divyangjan trained and certified through Government supported skill
development and vocational training programmes during each of the last five years, year and
State/UT-wise;
(c) the details of incentives, support services and placement assistance extended to trained
Divyang candidates, including industry tie-ups, post-training support, accessibility
accommodations and entrepreneurship support;
(d) whether skill development interventions for Divyangjan are integrated with mainstream
skilling programmes and other sector specific skill missions and if so, the details thereof;
(e) the number and distribution of Divyang friendly training centres and partner institutions
engaged in such skilling programmes, State/UT-wise; and
(f) whether any special initiatives have been undertaken to expand skilling opportunities for
persons with disabilities in rural and underserved districts, if so, the details thereof?

(a) to (f): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION
NO. 347 FOR 17th March 2026
(a) to (c): The Rights of Persons with Disabilities (RPwD) Act, 2016, ensures various rights
of Persons with disabilities like equality, education, employment and accessibility and has a
dedicated Chapter-IV on Skill Development and Employment. Section 19(1) under this
Chapter provides that the appropriate Government shall formulate schemes and programmes
including provision of loans at concessional rates to facilitate and support employment of
persons with disabilities especially for their vocational training and self-employment.
Although relief to the disabled is a State subject by virtue of entry 9 of the State List of the
Constitution of India, the Central Government supports the efforts for the welfare and
empowerment of Divyangjan through its major initiatives and schemes.
Department of Empowerment of Persons with Disabilities is providing skill training to
Persons with disabilities through various empanelled Government and Non-Government
Organizations under the scheme National Action Plan for Skill Development of Persons with
Disabilities with the objective to enhance skills of Persons with Disabilities, to enable them to
have gainful employment and to become self-reliant, productive and contributing members of
society.
The number of Divyangjan trained and certified through Government supported skill
development and vocational training programmes during each of the last five years, year and
State/UT-wise, is given at Annexure-I.
Persons with Disabilities(PwDs)are provided financial incentives like allowance
forconveyance, Personal Assistive Device allowance and post-placement support.Department
has mandatedreasonable accommodation to Persons with Disabilities undergoing skill
training.
(d) Yes Sir. Skill development interventions for Divyangjan are integrated with mainstream
skilling programmes. Training programmes under the scheme follow National Skill
Qualification Framework (NSQF) standards and Qualification Packs (QP)/Job Roles as
approved by Sector Skill Councils.
(e) The State/UT-wise number of Divyang friendlytraining centres where skill training has
been imparted during last 5 years is at Annexure-II.
(f) In order to promote skilling opportunities for persons with disabilities in rural and
aspirational districts, priority is given to proposals received for skill training in such areas.
Also, accommodation/conveyance allowance is provided for the participating trainees.
