Parliament Question: Skill Development for Heavy Industries Workforce

GOVERNMENT OF INDIA MINISTRY OF HEAVY INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 3861 ANSWERED ON 11.08.2026 SKILL DEVELOPMENT FOR HEAVY INDUSTRIES WORKFORCE 3861. DR. HEMANT VISHNU SAVARA: Will the Minister of HEAVY INDUSTRIES be pleased to state: (a) the details of initiatives undertaken to address skill requirements in the heavy industries and manufacturing sectors, specially in Industrial area of Palghar district in Maharashtra; (b) the details and number of persons trained under various skill development and reskilling programmes for the last three years; (c) whether any specially programmes have been launched in collaboration with industries and educational institutions specially Palghar district in Maharashtra; and (d) if so, the details thereof? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA) (a): Ministry of Heavy Industries under the Scheme for Enhancement of Competitiveness in the Indian Capital Goods Sector has undertaken below mentioned initiatives for skill development: 1. Setting up of four Smart Advanced Manufacturing and Rapid Transformation Hub (SAMARTH) Centres to promote Industry 4.0. 2. Setting up of Common Engineering Facility Centre (CEFC) at Welding Research Institute (WRI), Bharat Heavy Electricals Limited (BHEL), Trichy for skilling in advanced welding technologies. 3. Development of 23 Qualification Packages by ASDC 4. Development of 23 Qualification Packages by CGSSC 5. Creation of 12 Qualification Packages by IASC SSC Further as per information provided by the Ministry of Skill Development and Entrepreneurship (MSDE), MSDE has undertaken initiatives for strengthening the skilling ecosystem through its Schemes and initiatives. Flagship Schemes administered by MSDE include Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), and the National Apprenticeship Promotion Scheme (NAPS) across all sectors including heavy industries and manufacturing sectors. Candidates trained in Palghar District under PMKVY since inception is 4240 and under PMKVY 4.0, the latest version of the scheme under implementation since FY 22-23 till 30.06.2026 is 1057. (b): Ministry of Heavy Industries, under the SAMARTH centres has trained approximately 33000 persons and under the CEFC at WRI, BHEL, Trichy has trained more than 8600 persons have been trained during the last three years.-2- Ministry of Skill Development and Entrepreneurship under its Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has trained candidates in various sectors. PMKVY 4.0 is the current version of the scheme under implementation since FY 2022-23. Under PMKVY 4.0, 27,31,699 candidates have been trained during the last three years. Total enrolment in ITIs in courses under Craftsmen Training Scheme (CTS) in Capital Goods & Manufacturing sector during the last three years is 12,53,158. (c) and (d): As per information provided by the MSDE, PMKVY 4.0 is a demand driven scheme and impart training in industry led courses. Training centres (TC) are accredited/ affiliated based on the proposals submitted by the Project Implement Agencies, after taking the skill gap into account. Accordingly, under PMKVY 4.0, out of 1057 candidates, 411 have been trained through 6 empanelled Educational Institutions (including ITI, Jawahar Navodaya Vidyalayas, State Government University/ Colleges and schools.) in Palghar District till 30.06.2026 across all sectors including heavy industries and manufacturing sectors. ********
