SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the current status of the Skill India Programme, particularly in Andhra Pradesh, including the total number of individuals trained, certified and the number of training centres operational under the said programme, State-wise and district-wise in Andhra Pradesh; (b) whether the Government has taken any measures to ensure the placement of trained individuals in gainful employment, particularly in Andhra Pradesh; (c) if so, the details thereof, including the number of candidates placed and the sectors in which they have been employed; and (d) whether the Government has any mechanism to track the post-placement status and long-term employment outcomes of candidates trained under the programme and if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) The Skill India Programme (SIP) which is under implementation since FY 2022-23, comprises of three schemes (i) Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0), (ii) Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS), and (iii) Jan Shikshan Sansthan (JSS) Scheme. Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0: PMKVY 4.0 is a scheme for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youths across the country. Under PMKVY 4.0, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. The Jan Shikshan Sansthan (JSS) Scheme, initially launched as Shramik Vidyapeeth (SVP) in 1967, aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary through registered Societies (NGOs) with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates and persons having rudimentary level of education, school dropouts up to class 12th in the age group of 15-45 years. At present, 294 Jan Shikshan Sansthans (JSSs) are functional across the country, including 6 JSSs in the State of Andhra Pradesh.National Apprenticeship Promotion Scheme (NAPS) was launched in August, 2016 to promote apprenticeship training and enhance employability through industry-led, on-the-job learning. Since FY 2022-23, the scheme is being implemented as NAPS-2 under the provisions of the Apprentices Act, 1961. Under NAPS-2, the Government provides partial stipend support to eligible apprentices, limited to 25% of the stipend paid, subject to a maximum of ₹1,500 per apprentice per month, which is disbursed directly into the apprentices’ bank accounts through the Direct Benefit Transfer (DBT) mechanism. The state-wise details of candidates trained/ oriented/ apprentices engaged and certified under the Skill India Programme are given at Annexure I. The state-wise details of operational centres / establishments under the Skill India Programme are given at Annexure II. The district-wise details of candidates trained/ oriented / apprentices engaged and certified, along with number of operational centres, under the Skill India Programme in Andhra Pradesh are given at Annexure III. (b) to (d) Under PMKVY, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant skill courses. To enhance the employability of candidates under PMKVY 4.0, training has been aligned with the National Skills Qualification Framework (NSQF), ensuring that courses are industry- relevant and responsive to national priorities. Industry-led Sector Skill Councils (SSCs) play a key role in identifying skill gaps, developing curricula, setting competency standards, and overseeing training, assessment, and certification in accordance with NSQF norms. A major reform under PMKVY 4.0 is the integration of On-the-Job Training (OJT), which provides candidates with practical industry exposure and hands-on learning. To facilitate employment, Kaushal Mahotsavs are organized in collaboration with industry partners, creating direct linkages between trained candidates and potential employers. Further, the Ministry has launched the Skill India Digital Hub (SIDH), a unified platform that brings together skilling, education, employment, and entrepreneurship services. SIDH maintains details of trained candidates, enabling employers to connect with skilled manpower, while also providing candidates access to job and apprenticeship opportunities. As per the provisions of the Apprentices Act, 1961, employers are not obligated to offer employment to apprentices upon completion of their apprenticeship training. However, apprenticeship training significantly enhances employability by providing apprentices with hands-on workplace experience and industry-relevant skills, thereby improving their prospects for gainful employment. A livelihood cell has been created at each JSS, headed by the Programme Officer of the JSS and supported by other staff members. This cell forms linkages of the trained JSS beneficiaries especially women beneficiaries, with the Self-Help Groups (SHGs)/Joint Liability Groups (JLGs) to promote their entrepreneurship and livelihood.
